Summary Description:

Under the direction of the director of the Department of Special Education Services (DSES), the coordinator supports the implementation and coordination of specialized special education programs and services designed to support students with disabilities from birth through age 21. The coordinator assists with the implementation of departmental initiatives and programs including Program and Support Team services, Extended School Year (ESY), Parentally Placed services, Cross-Functional Team (CFT) supports, Autism Services, and Transition Services. The coordinator collaborates with school administrators, educators, and service providers to support effective implementation of Individualized Education Programs (IEPs), instructional practices, and service delivery models. The coordinator is responsible for assisting in the implementation and monitoring of the Individuals with Disabilities Education Act (IDEA), in accordance with federal/state regulations to ensure the provision of services for students with disabilities. Provides technical and instructional support to schools regarding the identification, evaluation, and placement of students with disabilities. Works collaboratively with school-based administrators, teachers, and parents/guardians to effectively design, implement and monitor effective strategies to improve student achievement and progress. Serves on a variety of central office and school-based committees, and provides professional learning sessions on effective strategies to promote the academic and behavioral progress of students with disabilities. The coordinator supports schools in implementing best practices and assists with professional learning activities aligned with district priorities related to academic achievement, well-being, equity, and access for students with disabilities. The coordinator also assists with the use of Montgomery County Public Schools (MCPS) and Maryland State Department of Education (MSDE) data tools to support monitoring of student performance and program implementation. The coordinator assists with monitoring compliance with federal, state, and local regulations, supports the collection and analysis of program data, and collaborates with central offices and school teams to improve service delivery and student outcomes. PHYSICAL DEMANDS: As required by the duties and responsibilities of the job. SPECIAL REQUIREMENTS: Ability to work a flexible schedule, including day or evening work such as occasional participation in evening, community meetings, board of education meetings, IEP sessions or professional learning events. Countywide travel may be required.

Knowledge, Skills, Abilities:

Thorough knowledge of federal and state special education laws, including the Individuals with Disabilities Education Act (IDEA), and MCPS policies and procedures related to services for students with disabilities across the continuum of service delivery models. Knowledge of the MCPS K?12 curriculum and instructional practices that support students with disabilities, including strategies for differentiation, intervention, accommodations, supplementary aids and services, and inclusive practices in the least restrictive environment. Working knowledge of the Maryland Online Individualized Education Program (MOIEP) system and familiarity with MSDE Indicator Report Card requirements, program monitoring processes, and school improvement planning procedures. Knowledge of the Maryland Blueprint for Education and the Maryland Transforms initiative, including their implications for program implementation, accountability, and continuous improvement within MCPS.Understanding of best practices in specialized instruction, curriculum implementation, assessment, intervention strategies, and behavior supports schools in meeting the needs of diverse learners with disabilities. Ability to collaborate effectively with school administrators, teachers, related service providers, community partners, and families while demonstrating cultural competence throughout the special education process. Strong organizational, technological, and communication skills and relevant systems. Ability to collect, organize, and analyze data to support program monitoring, instructional planning, and decision-making related to services for students with disabilities. Strong interpersonal skills and the ability to manage multiple priorities, provide technical assistance, support professional learning initiatives, and communicate clearly with staff and families.Knowledge or ability to quickly learn and apply the six leadership standards that have been established for MCAAP/MCBOA and knowledge of MCPS Teacher Professional Growth System and the supporting services Professional Growth System (PGS).

Education Training Experience:

Master?s degree from an accredited institution, with additional graduate coursework in special education, administration, supervision. The position requires a minimum of five years of special education teaching experience; and demonstrated leadership experience in schools or central office working effectively with diverse staff in special education/specialized instruction in school or early intervention settings. Demonstrated ability to assist in organizing and coordinating the work of professional and support staff, ensuring clear communication, aligned responsibilities, and effective, compliant service delivery. Experience in problem-solving and engaging with parents/guardians, administrators across multiple offices, county agencies, and community partners to ensure coordinated systems of support and improved outcomes for students. Experience in coordinating and supporting the planning and of short- and long-range initiatives and assisting in aligning programs and services with district goals to improve student success.CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for supervisor or Administrator I. Certification in special education or a related field. Completion of OAT I or II or ability to complete within one year of the position start date.
