Performs a broad range of professional accounting duties such as account reconciliation, preparation, and analysis of accounting reports and schedules, preparation of journal entries, preparation and analysis of financial reports, budget analysis, and other projects as assigned.
Essential Job Functions
- Compiles and prepares various reports as required, including monthly financial reports and the Annual Comprehensive Financial Report with minimal supervision.
- Ensures the accuracy of financial reports produced by the Fiscal Services Department.
- Performs accounting functions in accordance with GAAP and GASB guidelines as applicable and in accordance with all federal, state, and local laws and regulations.
- Performs reconciliation of bank accounts and allocations of various expenditures and administrative charges.
- Performs capital asset accounting and reporting functions.
- Prepares accounting entries to record various revenues, expenditures, accounts receivable, and payable; prepares associated reconciliation.
- Prepares schedules for the annual financial audit.
- Analyzes and prepares unclaimed property submissions to the State.
- Analyzes accounts and prepares journal entries for discrepancies.
- Ensures compliance with City policies, State and Federal regulations, reporting requirements, etc.
- Performs related duties as required.
- Responds regularly and promptly to work.

Minimum Qualifications
- Bachelors degree with significant coursework in accounting, finance, or a similar field of study plus at least two (2) years of directly related experience; OR an Associates degree with significant coursework as previously listed plus at least four (4) years of directly related experience.
- Prior experience in municipal accounting preferred.
Equivalent combinations of education, experience, certification, and training may be considered.
Knowledge, Skills & Abilities
Knowledge of:
- The principles and practices of accounting.
- The following accounting systems/functions: fixed assets, revenues, expenditures, accounts receivable, and accounts payable.
- The application of spreadsheet and database software to accounting systems.
Ability to:
- Use initiative and independent judgment within established procedural guidelines.
- Learn department functions thoroughly to provide general information and explain detailed department processes and procedures.
- Analyze, interpret, evaluate, and prepare accurate financial and statistical reports, correspondence, and other written documents.
- Reconcile accounts, records, reports, and journals.
- Organize work, meet critical deadlines, and follow up on assignments with minimal direction.
- Use spreadsheet and word processing applications (Microsoft Word/Excel/Outlook and other job-specific software) to prepare correspondence, reports, forms, and other written materials.
- Establish and maintain basic and complex records, documents, and files.
- Comprehend and makes inferences from written material (examples: budgets, financial reports, written instructions/procedures, etc.) to create spreadsheets, statistical reports, and other documents.
- Understand and apply mathematical concepts accurately.
- Maintain a high level of integrity and discretion in handling confidential information.
- Analyze work processes and recommend and implement improvements.
- Demonstrate satisfactory performance and a willingness to take on new responsibilities.
- Demonstrate regular, reliable, and punctual attendance and utilize leave responsibly to ensure sufficient coverage of departmental operations.
- Abide by City and department administrative directives, policies, and procedures.
- Provide management with sound, positive advice, and information concerning the incumbents area of responsibility.
- Establish and maintain cooperative working relationships with those contacted in the course of work and communicate effectively with the public and other required entities.

Licenses, Certifications & Special Requirements
- Texas Class C drivers license with a good driving record as measured by the Citys evaluation system.
- CPA Certification is preferred.
Physical Demands
Physical demands include but are not limited to: sitting, talking, hearing, seeing, standing, walking, bending, reaching, twisting, turning, driving, using hands and fingers to operate office equipment and machines, and occasionally lifting and/or moving objects up to and including 25 pounds.
Working Conditions
Work is performed primarily in an office setting or a well-lighted and temperature-controlled working environment.
Equipment
Work shall be performed with tools, appliances, and equipment approved by those agencies and bodies that have control, authority, or approval of the design working ranges or limitations of those items; the employee has the responsibility to conform to those ranges and limitations.
Equipment may include but is not limited to: multi-line telephone, computer, printer, fax, copier, scanner, 10-key calculator, and vehicle.
