Epsilon Systems is seeking a full time General Manager (SRS) located in Portsmouth, VA.

Summary

This position reports directly to the Ship Repair Sector (SRS) Atlantic Vice President in Portsmouth, VA. The General Manager (GM) is responsible for leadership, strategy and growth of Epsilon's Mid-Atlantic region ship repair business.

The GM is responsible for the overall leadership and performance of the business unit, including profit and loss (P&L), business development, proposal support, and strategic execution for ship repair and modernization operations. The GM ensures projects are executed safely, on schedule, within budget, and in compliance with all quality, technical, and contractual requirements.

The GM develops and maintains strong customer and industry relationships to support business growth and provides leadership to Program and Project Managers throughout the capture, planning, and execution of ship repair and modernization projects. Working closely with the SRS Atlantic Vice President, the GM develops strategic, operational, and financial plans while supporting company-wide initiatives as needed.

The GM also partners with the SRS Senior Quality Assurance Manager to ensure the Quality Management System (QMS) and operational processes effectively support safe, efficient, and compliant operations across scheduling, logistics, procurement, material control, and production.

Duties & Responsibilities

  • Strategy, Communications, and Planning:

  • Work with sector and corporate resources to develop an annual operating plan for SRS's Mid-Atlantic Division and provide oversight for tactical execution and delivery of results consistent with the plan.

  • Thoroughly research and understand the market space in which his/her division operates. Promote extensive interaction with current and potential customers through site visits, conferences, and meetings.

  • Responsible for oversight and supervision of Program/Project Managers in the execution of assigned tasks. Special emphasis is placed on frequent communication with customers and the maintenance of strong and pro-active communication channels. Promote direct interface with customers by program/project management to ensure all projects complete on schedule while meeting safety, quality, financial and technical requirements.

  • Provide weekly required reports to SRS Atlantic Vice President.

  • Business Development and Program Management:

  • Support senior leadership to develop and execute a business development campaign designed to promote customer awareness of Epsilon and its products and services.

  • Participate in and oversee the bid and proposal (B&P) process for all proposals associated with the Mid-Atlantic Division, while following the company's established proposal processes. Assist in writing and reviewing proposals supporting the entire group and other divisions.

  • Responsible for Division financial performance to include program/project level and associated indirect rates.

  • Provide informed make/buy decisions to determine outsourcing and subcontracting requirements to support project execution.

  • Promote and sustain employee health and safety within assigned locations. Ensure compliance with all corporate, state and federal regulatory requirements.

  • Leadership and Execution:

  • Maintain a comprehensive staffing program to ensure that all programs and business development functions are adequately staffed. Ensures adequate resources (material, capital equipment, etc.) are available for the assigned programs and product lines.

  • Identify and resolve obstacles (internal as well as external) to success. This includes interacting with company executives and partners as appropriate.

  • Participate in all major operations/production-related decisions.

  • Actively participate in corporate initiatives.

  • Provide supervisory oversight and mentoring of assigned Program Managers, Project Mangers, Line Managers, and staff resources.

  • Establish goals, standards and metrics for assigned Program/Project Managers.

  • Perform regular visits to production work sites at shipyards and naval base, including shipboard sites to monitor project safety, execution, shift briefs, quality, and customer satisfaction.

Required Qualification

  • Bachelor's degree in related field or additional experience in naval ship repair, maintenance and modernization.

  • Minimum 15 years' experience in naval ship repair, maintenance and modernization.

  • Minimum 10 years working in project/program management position for naval ship repair and maintenance.

  • Demonstrated ability to successfully manage shipboard programs of complex mechanical, structural and electrical systems.

  • Proven ability to meet schedule and budget goals on projects.

  • Experience working with maritime platforms, including ships and ship modernization cost-plus contracting are considered a plus. Demonstrated understanding of the design and production issues associated with HM&E systems and components in support of maintenance and repair.

  • Ability to read technical drawings, technical manuals, and other industry technical documents and interpret requirements to produce technical narratives and man-hour/materials estimates for proposals and quotes.

  • Understanding of contract terms and conditions with emphasis on requirements for Period of Performance, Limitation of Funding and allowable charging.

  • Preferred experience includes prior program management experience working projects for Regional Maintenance Centers, NAVSEA Program Offices, and/or government Surface/Submarine Warfare Centers.

  • Must be proficient in MS Project, Excel, Word, Outlook and Power Point.

  • Must be able to obtain and maintain access to US military and/or government installations

  • Must be able to obtain and maintain Secret Security Clearance.

  • Pursuant to the various government contractual requirements, all applicants must be a U.S. Citizen.

Pay Range:

The pay range for this role is $140,000.00 to $170,000.00 per year. This is a reasonable estimate for this role. Individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
