This position requires the ability to exercise independent judgment, manage multiple technical systems, and coordinate GIS-related efforts across departments. The GIS Administrator works under general supervision and plays a critical role in advancing data-driven decision-making. This is a management, FLSA-exempt position. EQUIPMENT/JOB LOCATION: Work is performed at designated City offices within the Bureau of Information Technology. The position requires the use of a personal computer and specialized GIS software including ESRI platforms such as ArcGIS Desktop (ArcMap and ArcCatalog), ArcGIS Pro, Portal for ArcGIS, ArcGIS Online, and ArcGIS Server Site Manager. Additional tools include relational database systems (Oracle, Microsoft SQL Server), Microsoft Office Suite (Word, Excel, PowerPoint), and other standard office and networking technologies. Duties are typically performed during standard business hours, with additional evening or weekend work as required. ESSENTIAL FUNCTIONS: Work involves, but is not limited to, the following: Provides overall administration, management, and technical support for the City's GIS systems and users. Maintains and expands GIS resources including software, hardware, and geospatial data to ensure efficient and effective system performance. Develops, edits, and manages GIS datasets to support City operations and projects. Designs and produces digital and physical maps upon request. Develops web-based GIS applications using ArcGIS Online and Portal for ArcGIS and deploys solutions to end users. Coordinates GIS initiatives across City bureaus to maximize the value and integration of geospatial data. Establishes and enforces GIS data standards, policies, and best practices. Documents and communicates GIS resources and data availability to users. Provides training and technical support to City staff on GIS tools and applications. Assists in integrating GIS with other enterprise systems and databases. Manages GIS servers, including SDE and ArcGIS Server environments. Implements replication and ETL processes to synchronize database systems. Ensures GIS infrastructure remains current using cost-effective strategies. Supports City initiatives related to data transparency, data collection, and system interoperability. Conducts research, develops implementation strategies, and translates technical plans into actionable timelines and deliverables. Troubleshoots GIS software, hardware, and database issues. Translates non-spatial problems into spatial solutions using GIS methodologies. Maintains regular, punctual, and predictable attendance. Reports to work in a productive condition and maintains professional working relationships with supervisors, coworkers, and the public. Completes assignments in an efficient, consistent, and timely manner. NON-ESSENTIAL FUNCTIONS: Performs other duties as assigned or required. REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Strong technical proficiency with ESRI GIS platforms including ArcGIS Pro, ArcGIS Online, and ArcGIS Server Knowledge of relational database systems such as Oracle and Microsoft SQL Server Understanding of municipal GIS concepts and spatial data analysis Familiarity with scripting or programming for GIS applications Knowledge of spatial data design principles for digital and physical formats Proficiency in Microsoft Office Suite, especially Excel for data analysis Strong written and verbal communication skills, including technical documentation Ability to translate business needs into GIS-based solutions Strong analytical, troubleshooting, and problem-solving skills Ability to work independently with minimal supervision Ability to conduct research and stay current with emerging GIS technologies Strong interpersonal skills and ability to train and support users

QUALIFICATIONS: Bachelor's degree from an accredited four-year college or university in Computer Information Systems (CIS), Geographic Information Systems (GIS), Computer Science, Engineering, or a related field; and a minimum of three (3) to five (5) years of related work experience. Extensive experience with ESRI platforms is required, including: Four (4) or more years of experience with ArcGIS Online. Four (4) or more years of experience with ArcGIS Desktop products. Four (4) or more years of experience with ArcGIS Server products. One (1) or more years of experience with GIS application development (JavaScript APIs or similar). Experience with Agile development methodologies (e.g., SCRUM) preferred. GIS certification or a Master's degree in Geography, GIS, or a related field is preferred. A valid Pennsylvania Driver's License, Class C.
