JOB SUMMARY
The GIS Analyst supports the City's operational, planning, and public service functions by maintaining accurate geospatial data, producing maps and dashboards, and performing spatial analysis for multiple departments. Duties include maintaining GIS datasets and applications; preparing and updating maps, plans, and drawings; coordinating GIS needs across City agencies; developing GIS plans for hardware, software, and data management; ensuring compliance with cartographic and data standards; providing technical support and training to City staff; and supporting field operations including GPS data collection, inspections, and addressing. Other duties may be assigned.

Expectation to:
- Manage and develop the City's Geographic Information System (GIS) and associated databases for infrastructure, assets, and public service datasets.
- Ensure maintenance and timely updating of maps, plans, layers, and other geospatial products.
- Develop and maintain the City's GIS through close coordination with internal departments, County partners, and regional organizations.
- Provide technical support and training for City staff, evaluating user needs and requests for GIS applications.
- Maintain the plat filing system and ensure compliance with accepted standards.
- Coordinate with Development Services on property owner maps, zoning layers, and parcel data.
- Provide maps, plans, and files in response to internal and public requests in a prompt and courteous manner.
- Lead field data collection operations using GPS and mobile GIS tools for topography, asset mapping, and construction support.
- Establish physical addresses for new and existing properties and resolve addressing conflicts.
- Research property records for right of way, easements, and vacations.

- Understanding if items are in need of repair and takes responsibility to ensure that it is either fixed properly, or informs the appropriate personnel.
QUALIFICATION REQUIREMENTS
To perform this job successfully, an individual must be able to perform each duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required at the time of hire or for the continuation of employment.
EDUCATION AND/OR EXPERIENCE
- Minimum High School Diploma or equivalent. Bachelor's in GIS, Geography, Planning, Engineering or related field is preferred.
- Knowledge of ARC/GIS and ARCVIEW software.
- Minimum of two (2) years of vocational training in surveying and drafting or equivalent experience.
- A valid Kansas motor vehicle operator's license.
- Good driving record.
SKILLS AND ABILITIES
- Ability to cooperate with staff and the public.
- Ability to maintain a professional manner when dealing with the public.
- Ability to comprehend, retain and apply city and state policies and legislation, i.e. city ordinances, procedure manuals, etc.
- Ability to operate various types of equipment: GPS instruments/equipment, standard office equipment, computer and related software. Ability to work with AUTOCAD, surveying instruments. Other equipment/apparatus could be required.
LANGUAGE SKILLS
- Ability to read and comprehend written material of a fairly technical nature.
- Ability to organize files and effectively retrieve data.
- Ability to communicate effectively with other members of the staff, supervisor, and the public.
- Ability to communicate in both written and verbal form.
- Ability to provide accurate and appropriate information to contractors.
- Ability to read City policies and procedures; written instructions, general correspondence; MSDS sheets, safety manuals, maps, etc.
