POSITION SUMMARY

Under the supervision of the Executive Director of Cultural Resources, the GIS Analyst shall be responsible for performing GIS Mapping, data analysis, and data maintenance within a Tribal organization environment. Incumbent shall generate and analyze mapping as needed for the Cultural Resources division. The GIS Analyst will work with both Environmental, other departments and committees on preparing exhibits, presentation maps, and lease mapping.

ESSENTIAL FUNCTIONS

  • Map production, analysis, database creation and web application development.
  • Collection and research of data and information from a variety of planning sources (federal, state, county, city, tribal, contractor) for the development and maintenance of the GIS databases. This would include but is not limited to, the creation, verification, and update of various spatial data layers used in our studies.
  • Data verification of field work which will entail the use of GPS technology.
  • GIS support for Tribal projects. This may include data, analysis, maps, research, and field work for the management and monitoring of the Tribes resources.
  • Integration of parcel data from legal descriptions using coordinate geometry.
  • Assist Cultural Resources with standards establishment/execution, and system administration including but not limited to, metadata standards, database design, etc.
  • Assist with training end users in the use of GIS software and data.
  • Perform other duties as assigned to support the efficient operation of the department.

MINIMUM QUALIFICATIONS

  • Bachelor's degree in Geography and GIS or a related field required or a minimum of four (4) years of practical and direct work experience in a GIS discipline using ESRI software, or a GIS Certificate with a minimum of (4) years of practical and direct work experience in developing/utilizing GIS databases.
  • 4 years of experience in the use of ESRI Suite of products: ArcGIS Desktop 10 or later (ArcMap, ArcCatalog, ArcToolbox). A working knowledge of ESRI product extensions is desired.
  • Working knowledge of enterprise relational database management systems.
  • Basic knowledge of GPS technologies and associated software.
  • Working knowledge of PC applications: Windows, Microsoft Office (Access, Excel, Outlook, PowerPoint, Word), Adobe Illustrator and Photoshop.
  • Strong communication skills working with Tribal government departments and personnel.
  • Ability to handle sensitive and confidential information appropriately.
  • Must have a valid CA Driver's License and be insurable through the Tribe's vehicle insurance.

DRUG SCREEN

Shingle Springs Band of Miwok Indians requires the successful completion of a drug screening of all potential Tribal employees prior to being hired. The Tribe recognizes that the State of California has legalized the use of marijuana. The Tribe is located on federally owned trust land and complies with federal laws. Therefore, marijuana use is prohibited, and all drug tests will include a screening for THC.

Shingle Springs Band of Miwok Indians recognizes a zero-tolerance drug and alcohol policy, and employees will be required to sign a Consent to Drug and/or Alcohol Testing. Employees may be selected for alcohol / drug testing upon reasonable suspicion, and upon any/all accidents.

BACKGROUND CHECK

Candidates for this position will be subject to criminal and character background checks and fingerprinting prior to being hired. Verification of previous employment and education will also be conducted after the interview if an offer of employment is being considered.

NATIVE PREFERENCE

Preference in hiring is given to either the most qualified applicant or a Native American candidate who meets the minimum qualifications. When two (2) or more Native American candidates have comparable qualifications, the following order of preference shall apply: (1) Members of Shingle Springs Band of Miwok Indians; (2) Spouses or domestic partners (certified through Tribal Court) of members of Shingle Springs Band of Miwok Indians; (3) Parents of children of the Shingle Springs Band of Miwok Indians; (4) All other documented Native Americans; (5) All other applicants in accordance with Title 25, U.S. Code, Section 472 and 473. Applicants claiming Native preference must submit verification of Indian eligibility.
