Description

FINANCE/IT DEPARTMENT

Under general direction the purpose of the position is to provide skilled technical and professional work in the design, development, and maintenance of Geographic Information System (GIS) graphics and mapping applications. Employees in this classification produce spatial and non-spatial data/information relevant to studies or analysis that provide technical assistance in the activities of demographics of utilities, zoning and planning. Employees require strong organizational skills with the ability to carry out a variety of directed tasks. Performs related work as directed.

Examples of Duties

Creates spatial and non-spatial GIS data sets and maintains the integrity of data sets by keeping the data current and accurate. Includes routine data entry.

Conducts data analysis; reviews current data and updates or creates information/maps from the GIS related software and sub systems.

Produces, displays, and analyzes geographic information; conducts site location analysis.

Prepares, updates, and maintains databases, reports, statistical information and maps as requested.

Reviews processes and procedures; develops standards and best practices for departments to follow in order to maintain consistent GIS data where applicable organization wide.

Serve as the organization's point of contact on GIS Matters.

Conducts meetings to review GIS progress and needs assessments.

Digitizes customer supplied information.

Coordinates source data between county agencies and related sources.

Assists various employees with map production and analysis of spatial database information; trains and assists system users in new and existing GIS applications.

Designs cartographic output for various departments.

Assesses and coordinates GIS software and hardware needs of the department; evaluates new GIS software and databases.

Performs periodic backup of the GIS system data files.

ADDITIONAL POSITION FUNCTIONS

Performs related duties as directed when such duties are a logical and appropriate assignment to the position.

Minimum Qualifications

Associate's Degree or specialized courses/training equivalent to satisfactory completion of two years of college in in Geographic Information System (GIS) graphics and mapping applications, drafting or closely related field; supplemented by two (2) years' experience in design, production and application of GIS products or closely related experience.

Employees shall obtain the National Incident Management System ICS-100 Introduction to the Incident Command System and IS-700 National Incident Management System, An Introduction within six (6) months of employment. The following courses are designed to provide a baseline, as they introduce basic NIMS and ICS concepts and provide the foundation for higher-level Emergency Operations Center (EOC), MACS, and ICS related training.

Supplemental Information

Knowledge of the principles, practices and methods of GIS database development, management and maintenance.

Knowledge of GIS concepts of presentation graphics; knowledge of digitizing techniques.

Knowledge of standard cartographic survey procedures; knowledge of general construction specifications and blueprints.

Knowledge of higher math and the practical application of such to land survey and cartographic practices, e.g., basic algebra, and planar geometry.

Knowledge of GIS workstation hardware, software, and operations. Proficient in the use of ArcGIS Pro and ArcGIS Online.

Knowledge of pertinent federal, state and local rules, regulations, ordinances, and other regulatory standards applicable to the work.

Skill in the conversion of spatial data into digitized formats utilizing current GIS technologies.

Ability to research, compile, and summarize statistical data and information materials.

Ability to manipulate and manage relational and non-relational database(s).

Ability to research and interpret land record data, legal descriptions, ground and underground infrastructure data, aerial imagery and related GIS renderings.

Ability to effectively communicate both orally and in writing.

Ability to establish and maintain effective working relationships and communications with project consultants, private contractors, County employees, and the general public.

Ability to organize work, establish priorities, meet established deadlines, and follow up on assignments with a minimum of direction.

Ability to interpret a variety of instructions in written, oral, diagram, or schedule form.

PHYSICAL REQUIREMENTS

While performing the essential functions of this job the employee is frequently required to stand, walk, sit; use hands to finger, handle, or feel; talk or hear; and lift and/or move up to 10 to 20 pounds.
