POSITION PURPOSE / IMPORTANT APPLICATION INFORMATION

The GIS Analyst/Senior GIS Analyst - Temporary position is a technical position that focuses on the operation and maintenance of the Geographic Information System (GIS) and other integrated information systems and databases. Duties of the position include, but are not limited to, data management, visualization, and analysis. Additionally, the work involves the application of professional skills to a wide variety of planning and implementation of projects that will support the GIS needs of all City Departments.

This is a full-time, benefited, temporary position that will last for a duration of up to 18 months. The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage and reward benefited employees who are conversationally fluent in languages other than English. Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi-weekly stipend that will vary based on the employee's level of proficiency and usage.

Job Specific - Every employee in this position must be able to:

  • Manage spatial and non-spatial data for use in City GIS databases
  • Directly edit, update, and modify existing GIS data
  • Create new GIS data structures
  • Proficient in the use of relational databases and queries (SQL)
  • Follow data maintenance protocols
  • Support integrations between GIS and other software applications and databases housed on a variety of platforms
  • Utilize advanced analysis skills and techniques to solve complex problems and create visualizations
  • Independently develop workflows that involve multiple processing steps using best practices to ensure solutions are sustainable and scalable
  • Combine multiple data sources (including non-GIS databases) to utilize authoritative data whenever possible
  • Create maps, reports, and dashboards that meet users' needs and tell the City's story
  • Leverage a variety of platforms to create visualizations (ArcGIS Pro, Adobe Pro, PowerBI, SQL Report Builder, etc.)
  • Utilize scripting, primarily Python, to automate repetitive workflows
  • Collaborate with City staff on GIS needs
  • Provide technical assistance and guidance to users of GIS products
  • Develop process documentation for power users
  • Perform GIS focused project management

JOB SPECIFIC FUNCTIONS

Essential Job Functions, Duties, Responsibilities and Tasks

  • Maintains the City's GIS products including datasets, digital products, and hard copy
  • Performs quality control checks on the City's GIS data using a variety of tools such as ArcGIS Data Reviewer, SQL queries, and ArcGIS Geometric Network/Utility Network
  • Assists with maintaining and administering the City's GIS Server(s) and services, ArcGIS Enterprise site, and ArcGIS Online organization
  • Develops, maintains, and makes enhancements to the City's GIS databases through ArcCatalog, Python scripts, and Microsoft SQL Server
  • Supports a variety of software integrated with GIS data including asset management, public safety dispatch, permitting, records management, utility billing, and sales tax
  • Ensures internal and external customer satisfaction through consistent follow up, expedited service, and professional communication
  • Maintains regular and punctual attendance

POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS

Education, Experience, Skills, Formal Training, Licenses and Certifications

Required:

  • Education and Experience as follows:

  • Associates degree or higher from an accredited college or university with major coursework in GIS or related field AND at least five (5) years of experience in a GIS position with database management, data quality control, project management, and content creation

  • Must possess a valid driver's license, provide proof of a safe driving record, and maintain a safe driving record for continued employment

Preferred:

  • Proficiency with Microsoft SQL Server Management Studio (SSMS) to create views and query data
  • Develop, deploy and maintain Python scripts for data management and automation
  • Previous municipal experience

Any equivalent combination of education, training and experience, which would provide the required knowledge and skills, may be considered.

Senior GIS Analyst includes a minimum of seven (7) years of experience as a GIS Analyst, or related experience, and proficiency in all GIS Analyst duties and possession of preferred qualifications

Physical Requirements:

Work is sedentary in nature and requires sufficient physical stamina and strength for:

  • Constant sitting to perform daily tasks; occasional walking through a multilevel facility to retrieve information; frequent standing sometimes for extended periods
  • Frequent squatting, reaching above shoulder and twisting to file documents and lift supplies and material; occasional bending, kneeling, climbing, balancing and reaching below shoulder to store documents, material and supplies
  • Constant light grasp, fine manipulation, and handling to perform daily duties; occasional firm grasp to safely use equipment
  • Frequent lifting, carrying, push/pulling of up to ten (10) pounds to move material and supplies; occasional lifting, pushing/pulling of up to 25 pounds with dollies and carts
  • Occasional standing and walking on uneven terrain in various conditions to perform job functions; occasional squatting, bending and kneeling to perform functions at various sites

WORKING CONDITIONS

Work is constantly performed indoors is primarily sedentary office work. Occasionally work is performed outdoors with occasional exposure to extreme temperatures. Must demonstrate the ability to meet the physical demands of the job including the ability to retrieve information from various locations in the office when needed. Exposure to periods of high activity and high stress under demanding conditions. The position requires a great deal of communication with City employees, the public, and outside agencies.

Windows GIS workstation, virtual servers and workstations, and other standard office equipment.

The City of Westminster does not participate in the Social Security system. In lieu of Social Security contributions, the city contributes to a 401(a) defined contribution plan on your behalf.

Employee Mandatory Contribution: 11.5% of your base pay. Contributions are pre-tax and fully vested.

Employer Contribution: 12% of your base pay.
