This position is in the Security Infrastructure Directorate (SI), Bureau of Diplomatic Security. The mission of SI is to enable the Department to meet is vital national security responsibilities to include securing sensitive/classified communiciation capabilities from external and internal threats. You will serve in a critical capacity, responsible for researching, analyzing, evaluating, and advising on major insider threat policy matters.

PSCs do not acquire a competitive or excepted service status from this position. Contract is 1 year; renewable up to 4 years. Conditions of Employment: Education:

Requirements: Qualifications:

Applicants must meet all the qualification requirements described below by the closing date of this announcement.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience researching, drafting, and managing the interorganizational clearance of insider threat policies, directives, and governance documents in support of national security, law enforcement, or intelligence community programs.
  • Experience conducting strategic analyses of insider threat programs, national security policy, or a closely related field (e.g., counterintelligence, information security), and advising senior leadership on findings to inform policy decisions and program strategy.
  • Experience establishing and maintaining compliance frameworks for insider threat or national security programs, monitoring policy implementation, and preparing governance reports and briefing materials to inform senior leadership decisions.
  • Experience representing insider threat program equities in interagency forums and working groups, leading policy discussions, and cultivating strategic partnerships across intelligence, law enforcement, and private industry to advance program objectives.

There is no substitute of education for specialized experience for the GS-13 position.
