The County of Riverside's, Riverside University Health System (RUHS)-Medical Center is currently recruiting for a
Government Relations Officer located in Moreno Valley.

The Government Relations Officer will track and analyze state and federal legislation and advocate on behalf of RUHS, while collaborating with staff across the health system to identify and support legislative priorities through letters, meetings, policy briefs, and other strategies. The role includes travel to Sacramento, Washington, D.C., and local jurisdictions to present, participate in lobby days, and attend association conferences. It also includes coordinating tours for elected officials and community leaders at RUHS facilities. Candidates with experience working in government are highly desired.

The Government Relations Officer reports to the Department Head, performing the full range of complex, legislative analysis and public relations duties, and may require frequent public speaking responsibilities for the department. The incumbent must exercise the highest level of judgment and tact to appropriately deal with sensitive and confidential information. This class is also responsible for obtaining, researching, and disseminating publication and source materials dealing with state and federal administrative, legislative, and political activities that impact the department.

This class has been designated At-Will by the Board of Supervisors, in accordance with the provisions provided under Article 6, Section 601E (8) of the County Management Resolution and serves at the pleasure of the Department Head.

Schedule: 9/80, Monday - Friday, 8:00am - 5:00pm

" data-uw-rm-empty-ctrl="" style="color: rgb(0, 0, 0);">• Assist the Department Head in the coordination of governmental affairs, including governmental, departmental, interagency, administrative, commissions, and community activities.

• Serve as liaison and represent the Department Head at a variety of meetings, gatherings, and conferences; attend and speak publicly at meetings of local government agencies, commissions, and organizations to promote the support of departmental programs or present decisions, recommendations, and findings of the department.

• Conduct complex administrative studies of issues related to governmental affairs for the department; research, collect, and evaluate information and make appropriate recommendations.

• Interact and serve as liaison with officials of other government agencies, County departments, commissions, and organizations to expedite activities involving the interest of the department.

• Confer with and assist the Department Head and the Department's Executive Team in identifying alternative funding sources for County services.

• Research and analyze state and federal programs to evaluate impact on departmental operations; prepare problem analysis and reports of findings for presentation to the Department Head.

• Assist in coordinating events involving the department; plan, organize and execute special events for the department as directed.

• Maintain electronic communications when the Department Head travels in furtherance of Department operations.

• Prepare a variety of reports and correspondence to other departments and agencies; make presentations to governmental, departmental, interagency, administrative, commissions, and community agencies and groups. Education: Graduation from an accredited college or university with a Bachelor's degree in public administration, public relations, or a closely related field. (Extensive additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Experience: Two years of professional, journey-level experience, one year of which must have been in public relations or the media, which included the writing and placing of news releases or the writing of news and feature articles for various communication media, and providing information to the public in the capacity of an organization's public relations spokesperson; or in a liaison role between departments and legislative bodies. (Completion of a graduate degree from an accredited college or university may substitute for up to one year of the required journey-level experience.)

License(s): A valid California Driver's License is required for this position.

Knowledge of: Principles of government organization; applicable laws, rules, and regulations of department related matters; program evaluation; principles of planning, research and analysis of departmental issues and supporting legislation; familiarity with structures and functions of local, state and federal government; modern office practices, forms, and equipment, including data processing principles and procedures.

Ability to: Analyze proposed local, state and federal legislation; interpret and apply federal, state, and County laws, regulations, and policy and procedures; research logical conclusions and formulate recommendations; establish and maintain effective working relationships with County, state, and federal administrators and legislators on activities that impact public safety legislation; prepare comprehensive, clear, and concise reports and correspondence; utilize strong analytical, writing, and communication skills.
