Description

Position Summary: Assists in the administration of grants, contracts, and department data. Coordinates with external agencies related to the grant programs. Reports to: Housing Development Programs Manager & Research and Service Programs Manager or Designee OVERVIEW Performs a variety of assignments related to the administration of grants, contracts, and department data, including but not limited to: drafting and modifying agreements, establishing budget authorizations for grants, reviewing billings, initiating payment requests, tracking financial status of grants, assisting in monitoring and close-out. SUPERVISION RECEIVED AND EXERCISED: Non-exempt, non-supervisory position. Examples of Duties Administers grants for AHFC which includes: drafting and modifying agreements, ensuring financial compliance, review billings, initiating payment requests. Tracks grant expenditures to ensure that budgets are maintained. Tracks the submittal of grantee report(s) and ensures that the required deliverables are complete, approved, timely and filed in a complete and organized manner. Assists in performing the financial monitoring of grantees. Assists in obtaining, analyzing and appraising evidentiary data as a basis for an informed, objective opinion on the adequacy and effectiveness and efficiency of the monitored system(s). Assists in the collection, input, and preprocessing of data for use in housing database systems. Assists in making oral and written presentations at the conclusion of the examination, discussing deficiencies, recommending corrective action and suggesting improvements in operations. Reviews preparation of Corporate grants, RFPs and solicitations for adherence to grants management requirements. Provides technical support to Department staff on grant and contract regulations, including OMB Circulars on financial matters. May periodically perform the process for recording and subsequent re-conveyance of deeds of trust for the HOME program, assist with the duties related to mortgage loan servicing, and unconventional loans. Assist in the processing, reconciliation and updating of the Corporations HOP and ORP Loan Portfolio. Monitors and responds to BHAP email, updates dashboards, and manages the Statewide Housing and Homelessness Office phone line. Provides training to new and established grantees by reviewing financial systems and internal controls, grant and report requirements and provides ongoing technical assistance, as required. Other duties as assigned. Knowledge, Skills and Abilities Knowledge of: The Grants Administrator must be knowledgeable of/be able to learn and understand the grant management process; laws and regulations affecting specific federal and state grant programs (HUD programs including HOME) and OMB Circulars which guide financial conventions of grants and contracts; knowledge and experience in utilizing generally accepted accounting theories, principles, methods, practices and terminology; understanding of internal controls, and some knowledge of organization and administration of agencies; mortgage lending and servicing procedures and vocabulary, title documents, recording processes, HUD guidelines pertaining to mortgage servicing, mathematical calculations as pertains to mortgages and servicing, and principles of accounting, transactions and financial controls regarding insurance, foreclosure and collections. Skills in: Various computer software programs to include: Dynamics Software or equivalent accounting software, HDS Grants Management software or equivalent, HUDs Integrated Disbursement and Information System (IDIS) software, Word or equivalent word processing software, Excel or equivalent spreadsheet software, Access or equivalent database software, PowerPoint and general personal computer use, HUD guidelines, initiating tasks and strong organization skills. Skills in Tableau or other data visualization software a plus. Ability to: Work independently, the ability to communicate effectively in written and oral form; ability to read, comprehend and interpret State and Federal laws, rules, and regulations; ability to establish and maintain effective relationships with government officials, private industry officials, professional personnel and others; communicate with individuals in a variety of cultures and environments;maintain favorable working relationships with a wide variety of professional and volunteer groups; ability to negotiate contract agreements; analyze financial records to ascertain facts; analyze data and operations in terms of management controls, systems and procedures, to assess them critically, and to make recommendations for changes; ability to use reference materials, manuals, and guides related to the work; ability to identify discrepancies or inaccuracies in data and make corrections; monitor and maintain detailed information, accurately input data, monitor assigned tasks from beginning to end and offer suggestions for efficiency, organize and prioritize assigned duties with logical reasoning, analyze unique situations, represent AHFC with limited outside contacts such as loan originators and their clients, manage multiple tasks projects, effectively organize and manage time/schedule independently; determine compliance with Section 42, Senior and the HOME Partnership Program rules and regulations. Minimum Qualifications: Associates degree from an accredited college, preferably in accounting, finance, economics, or business administration, or a closely related field; and two years work experience administering grants, accounting, finance, or closely related field. Substitution: Qualifying work experience may be substituted for educational requirements on a year for year basis at the discretion of the hiring authority.
