BASIC FUNCTION: Ensure robust fiscal practices, maintain effective systems of internal control, and optimize resource coordination to support the Howard University Center of Excellence (HU-CoE) Project's objectives.

NATURE AND SCOPE: The Financial Manager is responsible for planning, organizing, and overseeing the day-to-day financial operations of the Howard University College of Medicine's Center of Excellence (CoE) Project. Key responsibilities include:

• Implementing and ensuring compliance with university policies and procedures. • Monitoring financial activities of the University and project consultants/subcontractors to meet regulatory requirements. • Managing analysis and tracking of program activities, identifying discrepancies, and preparing reports to support audits. • Preparing and submitting comprehensive annual financial reports.

PRINCIPAL ACCOUNTABILITIES: Analyze and interpret financial data, systems, and spreadsheets to ensure accuracy and compliance. Prepare and distribute timely reports detailing fiscal status, financial projections, resource availability, and anticipated program changes. Coordinate accounting and payroll processes across multiple University departments to ensure seamless operations.

MINIMUM REQUIREMENTS: • Bachelor's degree in finance, Accounting, Business, or a related field • Minimum of 4 years of experience in finance, accounting, or bookkeeping • At least 2 years of experience managing Federal grants and working with OMB Circular guidelines • Familiarity with Workday software; CPA certification is a plus. • Compliance Salary Range Disclosure
