Job Description:

The Criminal Justice Coordinating Council’s (CJCC), Criminal Justice Unit (CJ), funds numerous adult programs throughout the state aimed at improving treatment, recidivism, and crime reduction outcomes. Funding is targeted at enforcement, rehabilitation, technology improvement, and professional workforce training for law enforcement, prosecutors, courts, corrections, and others.

The Grants Planning & Policy Development Specialist will conduct research and assist in the planning, development, modification, and implementation of agency and/or division policy and strategic plans. They will also administer criminal justice specific grant programs, draft federal and state grant proposals, track, and report on the status of grant dollars in adherence with federal/state requirements. Occasional in and out-of-state overnight travel required.

Key Duties and Responsibilities:

• Research, prepare, and submit grant proposals to address the needs of the state
• Analyze, research, and develop reports that include summary and analytical explanations
• Develop and implement a justice strategic plan aimed at addressing systemic issues, incorporating data-driven goals, measurable objectives, and actionable strategies that align with the agency’s criminal justice priorities and evidence-based practices
• Serve as the logistical coordinator for all project-related workshops, trainings sessions, focus groups and other events
• Collaborate with Grant Specialist(s) to manage project budgets and approve allowable expenditures
• Monitor compliance with grant stipulations and program progress through on-site evaluations and review plans and reports
• Serve as the subject-matter expert on criminal justice initiatives
• Create and disseminate information packages, fact sheets, program newsletters, resource guides, policy manuals, etc.
• Craft, develop, and deliver presentations to live, varied audiences
• Effectively and accurately communicate information to stakeholders
• Strong writing and computer skills (Microsoft Office, Word & Excel)
• Use independent judgment to produce quality work within time constraints

Preferred Qualifications:

• Bachelor's degree in criminal justice, public administration, social science, sociology, social work, humanities, or a related field from an accredited college or university
• Two years or more of related experience in one or more of the following areas: grant writing, accountability court services, project evaluation/monitoring, program management, strategic planning, etc.
• Ability to develop and deliver presentations, conduct research and prepare analysis
• Strong writing and computer skills (Microsoft Office, Word & Excel)
• Ability to work independently and as part of a team
• Excellent communication and interpersonal skills

Minimum Qualifications:

High school diploma/GED and completion of 90 quarter hours (60 semester hours) at an accredited college or university and two (2) years of job-related experience; one (1) year experience required at the lower level Planner 1 (GSP050) or position equivalent.--Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
