GENERAL DESCRIPTION:

The DWS Grants and Contracts Administration Specialist supports the growth and sustainability of Registered Apprenticeship programs throughout Wyoming by administering apprenticeship grants, assisting employers and partners, and supporting statewide outreach and expansion efforts. Working closely with the Apprenticeship Program Lead, this position helps grant recipients successfully navigate funding requirements, maintains accurate program and financial records, supports federal and state reporting, and connects employers and communities with apprenticeship resources. Through responsive service and strong partnerships, this position helps expand quality career pathways and strengthen Wyoming's workforce.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.

  • Administers active apprenticeship grants throughout the grant lifecycle, including application review, award preparation, monitoring, reimbursement, reporting, closeout, and record retention.
  • Reviews grant applications and supporting documentation for completeness, accuracy, eligibility, and alignment with established program requirements.
  • Makes recommendations to the Program Lead regarding the approval, denial, or revision of grant applications based on established policies, funding requirements, and available documentation.
  • Assists the program lead with preparing and finalizing all reporting requirements required by the US Department of Labor as well as internal annual reporting requirements.
  • Supports communication efforts that increase awareness of Registered Apprenticeship, Pre-Apprenticeship, grant opportunities, and available technical assistance.
  • Assists with developing and updating educational and informational materials for employers, workforce centers, education providers, partners, and members of the public.
  • Assists with planning and coordinating meetings, webinars, training sessions, outreach campaigns, recognition activities, and special events.
  • Travels as needed to support outreach events, presentations, and other program responsibilities.
  • Serves as a liaison between the Wyoming Apprenticeship Team and employers, workforce centers, education and training providers, industry associations, community organizations, government entities, and other partners.
  • Assists prospective and existing apprenticeship sponsors with identifying appropriate resources, completing preliminary documentation, and connecting with the Program Lead or other technical experts.
  • Maintains a working knowledge of Registered Apprenticeship requirements, program-registration processes, apprenticeship occupations, funding opportunities, and priority industries

Qualifications

KNOWLEDGE:

  • Strong computer skills, including typing, Excel, Word, and Google
  • Strong communication skills, both written and oral
  • Ability to use critical thinking and problem-solving skills
  • Attention to detail and ability to shift priorities based on program work needs
  • Ability to be flexible based on program needs
  • Ability to work with a team and independently
  • Knowledge and understanding of effective communication and customer service skills

MINIMUM QUALIFICATIONS:

Education:

Bachelors Degree (typically in Business)

Experience:

0-1 years of progressive work experience (typically in Business)

OR

Education & Experience Substitution:

3-4 years of progressive work experience (typically in Business)
