The Contracts and Procurement (CAPS) team is a group of highly skilled, collaborative, procurement professionals, who support statewide programs and the communities they serve. We are looking for a detail-oriented person who takes pride in their work and is willing to learn. If your contract/procurement experience is limited, we will coach new hires whose drive, passion, and values align with the team and our commitment to serving Idahoans across the state.
This position is based out of the downtown Boise location.
This position may be eligible for limited telework after successful completion of probation and necessary training. Approval to telecommute is not guaranteed and subject to termination at any time.

You must possess all the minimum qualifications below to pass the exam for this position. Experience developing grants or contracts including identifying goals and timetables and determining program needs and funding. Typically requires at least one year of experience preparing grant or contract applications including assessing and determining program needs and funding, identifying goals and establishing timetables, and negotiating terms and conditions OR at least one year of experience providing technical assistance in all aspects of grant or contract development.
Experience monitoring and evaluating grant or contract activities and expenditures. Typically requires at least one year of experience monitoring and evaluating grant or contract activities for compliance with grant or contract provisions, laws and regulations AND evaluating appropriateness of expenditures for contract activities OR at least one year of experience evaluating requests for proposals (RFPs), recommending proposal awards, negotiating final proposal provisions and reviewing proposal activities for compliance/conformance OR providing technical assistance in all three areas (grants, contracts, and proposals).
Experience interpreting laws, regulations, and policies and advising on their requirements. Typically requires at least one year of experience interpreting and applying laws, reviewing information or documents for compliance with laws and regulations or explaining to others how laws and regulations apply to specific situations.
Experience evaluating statistical and financial information and developing reports of findings. Typically requires at least one year of experience evaluating and analyzing statistical and financial information and preparing narrative or statistical reports of findings.
