Job Description

The Iowa Office of Drug Control Policy (ODCP) seeks to fill a vacant Program Planner 3 position. This position will serve as one of two federal grants program administrators. As the Governor-appointed State Administering Agency (SAA) for federal criminal justice-related grants, DPS is responsible for securing and managing federal criminal justice funding. As a subject matter expert in federal grants administration processes, this position will develop, implement, administer, and evaluate all aspects of a department-wide federal grants program and serve as ODCPs financial manager.

The key responsibilities of this position include:

  • Implementing all facets of the federal grant process including strategic planning and collaboration, mining for grants, writing and editing, implementation, administration, and evaluation.
  • Ensuring financial integrity and programmatic efficacy while confirming with laws, rules and regulations set forth in 2 CFR Part 200, OMB cost principles, FMCSA policies, state procurement, and state accounting policies.
  • Facilitating annual pass-through grant application processes, reviewing, scoring, and administering sub-grants.
  • Providing technical assistance, guidance, and support to DPS staff, other state and local agencies, and funded programs.
  • Completing Federal Funding Accountability and Transparency Act (FFATA) reporting.

Financial Management and Claim Payments:

  • Facilitates bill and claim payments.
  • Prepares and requests draw-downs of federal grant funds.
  • Manages financial activity of DPS grant recipients in electronic grants management system (IowaGrants.gov).
  • Assists with desk reviews, audits and site visits.
  • Submits quarterly, annual and other financial reports regarding federal grants.
  • Monitors and reconciles state financial systems and federal grants management systems.
  • Manages time tracking, administrative costs, indirect cost calculations, and administration.

Other Duties

  • Assists in developing/updating ODCP policies and staff procedures.
  • Develops DPS federal grant management policies and procedures.
  • Some training and travel required.
  • Other duties as assigned.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Seven years of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility).

2) All of the following (a, b, and c):

a. One year of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility); and

b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and

c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in any field equals one year of full-time experience.

3) Graduation from an accredited school of law.

4) Current, continuous experience in the state executive branch that includes nine months of full-time work as a Program Planner 2 or twenty-seven months of full-time work as a Program Planner 1.
