Job Description
Valiant Harbor International (VHI) is seeking a mid-level Grants Management Analyst to provide grants management support services to the Federal Highway Administration (FHWA), Department of Transportation (DOT). The candidate will administer grants and cooperative agreements to non-State DOT recipients (“Direct Awards”) assisting with the pre-award, award, and post-award administration of financial assistance competitive programs for highway-related projects that range from planning, design, construction and maintenance to research, training, and technical assistance, as well as congressional earmarks for non-state recipients. This is a full-time, remote work opportunity ideal for a junior-level specialist ready to transition to the next stage of their career. .

* This role is contingent upon contract award in June 2026.

Job Responsibilities
  • Provide grants management support services for federal grants and cooperative agreements, ensuring compliance with applicable statutes, regulations, and policies.
  • Perform pre-award and post-award grants management activities, including application review, award administration, and closeout support.
  • Serve as a subject matter expert on 2 CFR 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, providing interpretation and guidance to program managers and leadership.
  • Conduct price and cost analysis for grant actions and support funding recommendations.
  • Advise government staff on grants policy, regulatory requirements, and implementation of new or revised guidance.
  • Troubleshoot and resolve complex grants management issues to ensure timely and compliant grant actions.
  • Support federal competitive grant programs and direct recipient grants and cooperative agreements.
  • Utilize grants management systems to manage and track grant actions, documentation, and approvals.
  • Maintain accurate and well-organized grant files and records using SharePoint, shared network drives, and other collaboration tools.
  • Collaborate with government stakeholders to support effective grants planning, execution, and oversight.

Job Requirements
  • Bachelor’s degree required.
  • Minimum of four (4) years of direct federal grants management experience.
  • Direct experience in the award and administration of Federalfinancial assistance competitive awards using applicable laws and regulations.
  • Demonstrated mastery of 2 CFR 200 and other federal financial assistance regulations and policies.
  • Expert knowledge of the full federal grant lifecycle, including post-award administration of financial assistance competitive awards to process amendments (e.g., schedule revision and budget changes) to grant agreements and performing closeout activities.
  • Expert knowledge of the Federal Assistance practices and policies to troubleshoot and resolve difficulties as they arise.
  • Expertise with developing Notices of Funding Opportunities, conducting budget reviews (to include cost analysis) and risk assessments
  • Familiarity with federal/commercial grants management systems (e.g., ESC PRISM and GrantSolutions).
  • Experience providing expert technical advice and consultation to program managers and senior leadership.
  • Proficiency in Microsoft productivity tools and experience in shared network environments; familiarity with Google productivity tools desired.
  • Knowledge of federal construction grant programs and infrastructure-related projects desired.
  • Strong written and verbal communication skills with the ability to clearly explain complex regulatory concepts.
  • Ability to work independently while delivering high-quality, compliant support in a fast-paced environment.
