Grants Management Manager

Overall purpose of the role:

The Danish Refugee Council (DRC), one of the world's leading NGOs with a focus on responding to displacement, has been working in Myanmar since 2008 and in Bangladesh since 2013. DRC is seeking a dynamic and self-motivated individual with substantial experience leading grants systems and processes, with the objective of strengthening our current and future programmes and strategic partnerships. The Grants Manager (Bangladesh and Myanmar) is responsible for overseeing the full life cycle of grant management, including supporting donor engagement and fundraising efforts, taking the lead in the development of quality proposals, supporting timely and quality programme cycle management in line with donor requirements, and strengthening DRC's commitment to Localization throughout the programme cycle, including support to the development of Partnership Agreements with local organizations. The position reports to the Head of Programme (HoP), directly manages Grants staff, and closely collaborates with Partnerships, MEAL, Technical Programme, and Support Service teams.

Responsibilities

Programme Development and Fundraising

• In coordination with the HoP, support the development of DRC Bangladesh and Myanmar fundraising and donor engagement strategy and efforts, including undertaking donor mappings, tracking donor engagement, developing and/or updating strategy, and preparing briefings.
• In collaboration with the HoP, Project Managers, Partnerships, Technical Coordinators and partner organisations, coordinate all aspects of the proposal development process from bid identification, Go/No-Go analysis, proposal calendar, through to development and timely submission of high-quality proposals that are responsive to donor guidelines and requirements and meaningfully involve local partners.
• Work closely with technical teams to ensure proposals reflect needs and response analyses and are supported by an appropriate Theory of Change and Logical Framework.
• Contribute to the drafting, and lead on the review and quality assurance of proposal packages (narrative, budget, annexes) for consistency with the requirements of solicitations, requests, or calls for proposals, predicting or preventing bottlenecks in the proposal development process and securing the necessary information to complete the process.
• Support the country and sub- offices to ensure the inclusion of DRC programmatic standards and policies in the programme development process.

Grants Management

• Support the Country Office in ensuring a robust Grants Management system, including maintaining strong grants tracking tools and producing monthly grants updates.
• Maintain and regularly update DRC internal system Dynamics with all relevant grants documents and facilitate information management between programme and support teams.
• Provide regular updates on grant delivery, gaps, risks, and challenges to Senior Management Team.
• Lead the Grants Team to prepare and facilitate project kick-off, review, and close-out meetings to ensure compliance, support implementation monitoring, and highlight cross-project components aimed at replicating good practices and strengthening synergies between projects or programmes.
• Provide oversight in the review of strategic donors' grants on a regular basis including management tools analyzing original plans and log frames against achievements.
• Coordinate with countries and sub-offices on the delivery and timely submission of high-quality donor reports as per donor and DRC requirements. Ensure quality control of reports, in relation to donor requirements and consistency between narrative and financial reports.
• Manage official communications with donors such as delivery of reports, responding to requests for information, grant adjustments, proposal submissions, and operational advocacy approaches.
• Support in the review and finalization of Grants Agreements with donors.
• Support external donor audits and donor monitoring visits.
• Facilitate tracking the overall programme portfolio with donors and monitor investments/income from donors.
• Technically support teams in the management of grants and awards, including capacity building on grant management related aspects.
• Maintain an overview of and provide advice and guidance to programme teams on donor compliance requirements and rules and regulations to support implementing teams to ensure full compliance, including donor visibility requirements.
• Liaise with DRC HQ to provide updates on grants, donors and PCM.

Partnerships Support

• Working closely with the Partnerships Coordinator, support DRC's commitment to equitable and effective partnerships within our programmes by supporting the involvement of local partners in proposal design, progamme cycle management and learning processes.
• Support the Partnerships staff in the timely and quality development of Sub-Grant Agreements with partner organisations. Ensure all relevant policies and procedures are followed in relation to the signing and registration of partnership agreements.
• Ensure, in collaboration with the Project Managers and Partnership staff, that donor and DRC guidelines and deadlines are known by project teams of local partners. Provide capacity building where required in line with partner capacity building plans.
• Ensure the quality of partner reports and agreements amendments as per donor regulations.

Management and Capacity Building

• Manage the Grants Team on a day-to-day basis by providing leadership support and guidance, on-the-job training, and coaching.
• Prepare work plans with clear objectives, achievement benchmarks, and long-term and short-term priorities. Assist the team in identifying professional development needs and opportunities.
• Provide continuous performance feedback to the team; identify performance issues and work with staff and HR to document and address issues in a timely manner.
• Undertake training and capacity development for DRC staff and partner organizations on grants management principles and processes to enhance quality within DRC programming. Topics will include donor compliance, report writing, proposal development, and other topics as needed.
• Support the development and/or customization of training materials to meet training needs
• Any other task as agreed with the line manager.

Experience and technical competencies:

• Degree in relevant subject e.g. Social Sciences, International Development, or equivalent work experience
• Minimum 4 years work experience in similar job at international level.
• At least 2 years' experience in people management and team leadership is highly preferred.
• Demonstrated ability to prioritize large workloads, to consistently meet deadlines and adapt in a complex and challenging work environment.
• Demonstrated ability in thinking creatively and practically to improve the quality of projects.
• Analytical and critical thinking, with problem solving skills and the ability to work operationally without losing sight of the strategic goal.
• Proven ability to manage stakeholders with strong communication, reporting writing, coordination, influencing and interpersonal skills.
• Experience of working with local partners.
• Commitment to Age, Gender, and Diversity inclusion.
• Demonstrated skills and experience in the application of humanitarian tools and standards.
• Fluency in English (written and spoken) is essential.
• Willing to travel to rural/remote project sites.
• Ability to work well in unstable security environments, and under significant professional pressures.

Conditions

Contract: DRC will offer the successful applicant a DRC's Regular contract including 3-month probation period. Renewable depends on both funding and performance. Salary and conditions will be in accordance with DRC's Terms of Employment. The position is in Employment Band F-1-management.
