    Job Description

    Classification Purpose: The Grants Management Officer is a supervisory level classification that works under administrative direction from the County Administrator and Director, OMB and requires comprehensive knowledge of grant preparation and accounting in order to manage departmental grant programs, supervise staff coordinating and administering grants, and establish review processes and compliance activities.

    Job Duties: Develop and deliver countywide training and technical assistance to grantmaking agencies and grant recipients, including but not limited to grant compliance fundamentals, General Fund requirements, audit readiness preparation, documentation and record retention standards, risk management and monitoring best practices, and provide ongoing training and reporting requirements. Develop, maintain, and evaluate County-level grant programs.

    Conduct routine, risk-based, and random reviews of grant recipients to ensure adherence to grant agreements, reporting requirements, allowable expenditures, performance measures, and documentation standards, including but not limited to desk and documentation reviews, on-site and virtual monitoring visits, financial and budget variance reviews, compliance testing of selected grants, and corrective action monitoring and follow-up. Report the results of these reviews to the County Administrator and others as directed.

    Conduct targeted reviews initiated through referrals from departments, leadership, auditors, monitoring activities, complaints, or identified risk indicators, including but not limited to investigation of compliance concerns, review of questioned costs, assessment of financial irregularities, corrective action recommendations, and coordination with legal, finance, purchasing, and audit partners when appropriate. Report the results of these reviews to the County Administrator and others as directed.

    Assist with administering federal awards, including subrecipient monitoring, to ensure compliance with guidelines for implementation and reporting. Understand the operations and assist with the administration of the grants management system. Analyze County, State and Federal legislation and regulations to determine budgetary impact. Respond to requests and inquiries from the public, County Administration, Board of Commissioners, and other County entities. Supervise assigned staff. Prepare and draft other correspondence and research memoranda as required. Attend trainings, conferences, sessions, and workshops as assigned and stay current on regulatory and statutory requirements. Act as County representative on various committees, workshops, and boards as assigned. Conduct presentations on behalf of the County at public meetings, conferences, and other public events. Maintain regular and predictable attendance. This position requires regular and consistent on-site attendance.

    Major Worker Characteristics: Knowledge of supervisory principles/techniques; state & federal laws pertaining to grants; budgeting; accounting; contract & grant preparation. Skill in operation of personal computer with word processing, spreadsheet & other business software to prepare reports, memos, summaries & analyses; collect & analyze data, evaluate information & systems & draw logical conclusions. Ability to deal with large number of variables & determine specific course of action; proofread technical materials, recognize errors & make corrections; write complex reports & position papers. Maintain composure under pressure while meeting multiple deadlines; effectively communicate verbally & in writing; establish & maintain positive relationships.

    Minimum Class Qualifications for Employment: Any equivalent combination of relevant training and experience including but not limited to: Bachelor's degree in public administration, public policy, finance, business, or related field with seven (7) years of government budgeting, public policy, finance, or related experience.

    Additional Requirements: No special license or certification is required.
