    Job Summary

    This position is located in the Department of Small and Local Business Development (DSLBD) within the Commercial Revitalization Division. The mission of DSLBD is to support the development, economic growth, and retention of District-based businesses, and to promote economic development throughout the District's commercial districts. The Commercial Revitalization Division provides technical and funding assistance to support, promote, and foster economic development along District commercial corridors as well as the retention, recruitment, and enhancement of businesses throughout the city. The division is responsible for administering citywide grant programs including Main Streets Program and Clean Teams Program grants, among others.

    The incumbent is responsible for serving as DSLBD's subject matter expert for grants management, overseeing the administration, monitoring, and compliance of grant-funded programs. The incumbent is responsible for ensuring grant activities, expenditures, and deliverables align with applicable laws, regulations, policies, and program requirements while providing strategic guidance and technical assistance to internal and external stakeholders.

    Duties and Responsibilities

    Manages Main Streets Program grants, including grant processes to ensure compliance with District regulations and best practices. Works in partnership with Grants Administrator to update internal grants manual in coordination with legal team and other District organizations. Ensures quality and consistency of work across multiple grants. Identifies areas for programmatic improvement and enhancement in grants management. Plans work to be accomplished and set goals and priorities. Provides policy guidance and/or updates to agency leadership, supervisor, program staff, and grantees through meetings, briefings, seminars or conferences. Manages the development and operation of a record system to inventory and track all grants and sub-grants. Establishes and maintains a grants information database and develops and/or maintains grants management planning tools, such as automated systems for financial information and reporting.

    Serves as the grantee point of contact for items, issues, and questions relating to grant deliverables. Troubleshoots and assists in resolving grant issues/problems and offers alternative solutions to problems and concerns. Develops a strategy for monitoring grant recipients and ensuring policies and procedures are in place, and grant funding is applied properly. Prepares policy guidelines, standards, and criteria, and compiles reports outlining status; monitoring activities and results related to all grants. Reviews proposed budgets and tracks grant expenditures to ensure compliance with established grant program guidelines. Works with organization staff to monitor the performance of grantees and their compliance with the obligations and requirements of the grant agreement(s).

    Qualifications and Education

    Specialized experience is experience which is in or directly related to the line of work of the position and has equipped the applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
