Responsible for complete technical oversight and project management for transport network expansion projects. Focus on expanding networks that support the Utility's Transmission, Distribution, Data Center, and Generation assets. Work with enterprise business areas, telecom carriers, other utilities, and the contracts group to develop and execute applicable contracts. Oversee all project execution aspects from initial planning and design through final commissioning, maintaining optimal performance and reliability, and staying at the forefront of industry trends and technological advancements to continuously enhance network infrastructure and capabilities.Essential Duties & ResponsibilitiesCompile engineering project proposals defining goals, scope, background, need, and cost of equipment, parts, and servicesDesign and engineer utility telecommunications transport networks, including selection and configuration of hardware and software to meet short‑ and long‑term performance, scalability and availability requirementsCalculate and document equipment power/space requirements and consumption for multiple sites and collaborate with local Engineering, Facilities Operations, and vendors to meet electrical and cooling configurations, IEC, NEMA standards, AC/DC power, and power‑redundancy scenariosCoordinate and schedule investigations and feasibility studies, including economic evaluations of proposed and existing locations, hardware and software, and provide recommendations for system changes and participate in the bid and search processEnsure systems comply with federal, state and municipal laws, rules and regulations as well as industry codes, including NESC, Right of Way agreements and environmental policiesProvide technical support by supervising subcontract teams for installation, network integration, and engineering services on optical and microwave transport networks for various projectsManage FCC regulatory filings (FCC Licensing) and follow up on recurring renewalsPrepare online and hard‑copy documentation of systems and user applications, provide instruction and training to users, and handle system/user needs, problems, and corrective actionsCompetenciesExtensive experience and knowledge of fiber‑optic, microwave radio‑frequency and wireless transport network design, testing and support for utilities, service providers or enterprise networksDesign and implementation experience with SONET/WDM/DWDM, MAS radio, two‑way (LMR) and microwave RF, optical transport systems such as Fujitsu Flashwave; NEC, TDM, SONET, GIGE, RF, pLTE, WiMax, Mesh, SCADA, DNP, 61850, SNMP, MPLS, etc.Experience with Cisco‑based network fundamentals, IP connectivity, IP services, security and automationDesign, install, configure and troubleshoot medium to large‑sized routed and switched networksDetermine and plan new telecommunication sites, circuit arrangements, and transport network equipment for primary, fail‑over and disaster‑recovery configurations per regulatory complianceKnowledge of AC and DC power systems, fiber‑optic transmission, and electrical cablingInterpret engineering documentation, including schematics, fiber‑management systems and OTDR / fiber characterization reportsMaintain broad knowledge of state‑of‑the‑art technology, equipment and industry trends affecting utility operations and technology implementationKnowledge of ArcGIS and Autodesk AutoCAD for design and construction of operational networksRead and interpret complex prints, schematics and drawings and create detailed prints for field techniciansMeet project deadlines, order equipment, prepare installation specifications, and monitor installation progress to ensure facilities are ready on specified datesEducation & ExperienceMinimum: Bachelor's degree in electrical, electronics, or telecommunications engineering from an accredited four‑year college or university with five to seven years of related experience and/or training or an equivalent combination of education and experience.Preferred: Master's degree with an emphasis in digital, network and wireless communications.Certificates, Licenses & RegistrationsMust possess a current, legally valid driver's license and meet the company's driving record requirements.Other RequirementsMust successfully pass a Personnel Risk Assessment, including identity verification, criminal background check, and if granted unescorted access, complete cyber‑security training (annual training required)May be required to complete a credit background check depending on financial dutiesAbility to work with vendors, utilities, telecom carriers, and various teams in identifying and resolving complex network problemsAbility to read, analyze, interpret professional journals, technical procedures, and governmental regulationsAbility to write reports, business correspondence, and procedure manuals and effectively present information to managers, clients, customers and the publicMathematical skill set: probability and statistical inference;
