Group Leader (Community Programs Manager 4)

What You Will Do

Los Alamos National Laboratory employs a Group Leader to direct and manage its Community Partnerships Office (CPO). The office builds relationships with employees, communities, and stakeholders to advance Los Alamos as a premier national security science laboratory. CPO represents the Laboratory in developing partnerships between the Laboratory and its neighbors, including sovereign Native American communities, municipal and county governments, business leaders, educators, nonprofits executive directors, and the general public.

Reporting to and working with the Community Partnerships Division Leader, the position will provide leadership, vision, strategic and tactical planning, and management of community outreach professionals. This Division leads the Lab's agenda item of being a Force for Good in the community in education, workforce development, philanthropy, volunteerism and economic development.

Primary job responsibilities are to plan, direct, and supervise all Community Outreach professionals and activities; serve on the management team of the Community Partnerships Division; design, develop, and implement programs and projects to address regional needs and accomplish institutional economic development, education, and community giving objectives identified in the M&O contract; manage day to day operations including budgeting, resource management and program execution. The leader is a dedicated and energetic advocate for the Community Partnerships mission and inspires others to support the Lab's outcomes and success. We are looking for a results-oriented leader who works collaboratively with teams and diverse constituencies to achieve goals, builds trusted relationships with local communities and enforces Laboratory standards, policies, and procedures for safety and security.

What You Need

Minimum Job Requirements:

• Demonstrated career path of progressive leadership and management experience in community relations and outreach including human and financial resources, strategic planning, and operations.
• Demonstrated consistent success in selecting highly qualified staff and developing a cohesive team of professionals. A management approach that is accessible, inclusive, collaborative, and empowering must be demonstrated and balanced by results-oriented accountability.
• Demonstrated experience in day-to-day management, including but not limited to managing headcount, forecasting budgets associated with the group, directing assignments, employee hiring and onboarding processes, providing continuous performance management and feedback to further develop staff including annual performance discussions.
• Demonstrated experience implementing and evaluating community program initiatives in the areas of economic development, education, workforce development, and philanthropy/nonprofits.
• Must have excellent written and oral communication skills including relationship building skills and a strong record of technical presentation delivery to diverse audiences.
• Demonstrated strong record of community involvement and partnership building.

Education/Experience: Position typically requires a bachelor's degree from an accredited institution and 8 years related experience. Or, equivalent combination of education and experience.

Desired Qualifications:

• Bachelor's degree in relevant field required (advanced degree preferred), education, science, or closely related field from an accredited institution and 8 years related experience.
• Knowledge of New Mexico and national economic development, educational outreach, workforce development, and community giving methodologies, issues, best practices, funding sources, networks, initiatives and leadership.
• Knowledge of educational, economic development, workforce development, and philanthropy research.
• Knowledge of the work and accomplishments of Los Alamos National Laboratory
• Obtain a Q clearance.

Work Schedule: Full-time position with flexibility to work regular evenings and weekends is required to support community events and programs.

Work Location: The work location for this position is onsite and located in Santa Fe, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Work Environment: Occasional Domestic travel, Operation of motor vehicles. Work will routinely be required outside of LANL's normal business hours and at off-site locations; and will require occasional travel throughout New Mexico. The place of work will be in an office setting with frequent in-person meetings with partners. This is not a teleworking position.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance, and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader. Please refer to Policy P701 for applicant eligibility requirements.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
