This is a Title 32 excepted Dual Status position. This job announcement may be used to fill additional vacancies for additional positions vacated during the job bid process. Priority will be given to all current, onboard employees of the UTANG. Military membership in the UTANG is required. Applicants must be willing and eligible to immediately enlist in or transfer to the Utah Air National Guard.

Duties

Help

The primary purpose of this position is to serve as the principal advisor to the group commander for enlisted and other operational matters. The group superintendent provides leadership and management in organizing, training, and equipping assigned airmen (drill-status, Active Guard Reserve, Title 5 employees and Title 32 dual status technicians) in subordinate squadrons to support the Air and Space Expeditionary Forces construct.

This is an Air National Guard Dual Status Technician position that requires military membership, compatible military skill assignment and classification.

Major Duties: This is not an all-inclusive list

As a GROUP SUPERINTENDENT (TITLE 32), GS-0301-11, you will:

  • Exercises supervisory personnel management responsibilities.
  • Advises and provides counsel to employees regarding policies, procedures, and directives of management.
  • Advises on selection of candidates for vacancies, development opportunities, details, and reassignments; considers skills and qualifications, mission requirements, and Military Equal Opportunity (MEO) and diversity objectives.
  • Applies MEO principles and requirements to all personnel management actions and decisions; and, ensures fair treatment of all personnel in a manner free of discrimination.
  • Explains performance expectations to employees and provides regular feedback on strengths and weaknesses.
  • Holds employees accountable for satisfactory completion of work assignments.
  • Appraises subordinate workers performance ensuring consistency and equity in rating techniques.
  • Periodically reviews position descriptions to ensure accuracy and the most effective utilization of personnel resources.
  • Explains classification determinations to subordinate employees.
  • Recommends awards when appropriate and approves within-grade increases.
  • Mediates and resolves employee complaints and refers unresolved complaints to higher-level management.
  • Initiates actions to correct performance or conduct problems.
  • Effects minor disciplinary measures such as, warnings and reprimands and recommends action in more serious disciplinary matters.
  • Advises the group commander on assigned program areas of responsibility.
  • Is a key enlisted leader who operates independently and is essential to mission effectiveness.
  • Serves as the senior enlisted advisor to group leadership and provides support and assistance to the flight, squadron, division, and group.
  • Develops procedures and guidelines to ensure that all airmen are trained, equipped, and provided with required logistical support to attain and maintain operational readiness to meet wartime taskings.
  • Manages, reviews, and audits the Unit Manpower Document (UMD), prepares manpower change requests for the commanders approval; and, updates the Unit Personnel Management Roster (UPMR).
  • Provides oversight on unit reenlistment and extension programs.
  • Advises the group commander on enlisted roles regarding assigned program status, actual or potential problems, resources and changes that may impact mission effectiveness.
  • Acts in a staff advisory role in regards to the development of short and long-range solutions to complex and on-going problems.
  • Initiates or recommends policy, procedural, or program changes to resolve problems. Serves on various military or civic panels, and subcommittees at the state, regional, and national levels.
  • Advises, carries out, and monitors the Group Commanders organizational policies, programs, and standards applicable to the enlisted force. Advises and initiates recommendations in matters pertaining to all airmen.
  • Manages, studies, analyzes, and oversees the administration, coordination, planning, development, and execution of programs within their respective group for all airmen.
  • Places particular emphasis on readiness, morale, welfare, discipline, performance, training, assignment, reassignment, and utilization as they affect the service contributions of all airmen in the accomplishment of federal, state, and local missions.
  • Develops, participates, and provides guidance in planning, publicizing, and administering ANG enlisted awards, recognition and promotion programs.
  • Provides guidance to flight, squadron, division, and group level personnel to assure proper dissemination, clarification, and administration of personnel policies.
  • Serves as the commanders representative at staff meetings and councils and when conducting tours through group areas.
  • Promotes continuous process improvement and innovative efforts that improve cost, quality, or time.
  • Performs other duties as assigned.

This is a dual-status excepted service position that requires membership in a compatible military assignment in the employing states National Guard. Qualifications

Minimum Requirements:

Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE:

At least 1 year of specialized experience as a GS-0301-9. (Must submit SF 50 showing experience in Occupational Series 0301 to validate)

OR

Have the following:

  • Experience with Air National Guard personnel programs that involved working with traditional military, Title 32 Excepted Service Dual Status military technicians, and AGR programs.
  • Supervisory experiences in leading, planning, and scheduling work in a manner that promoted smooth flow and even distribution of assigned work requirements.
  • Experiences that include guiding employees on military and/or civilian program tasks.
  • Experience in conducting employee performance evaluations; mentoring enlisted employees, and federal civilians; managing resources and budgets; and directing assigned work, or leading the employees on program tasks, inspections, exercises, deployments, and/or mobilizations.
  • Experience in leading personnel activities that included directing and assigning tasks and projects.
  • Experience in structuring assignments to create viable procedures that resulted in measured and improved task processes.
  • Experience in creating and implementing improvements in mentoring programs and strategies, executing training applications and career development that resulted in the employees increased performance values in quality work, timeliness considerations, and work efficiencies.
  • Experience in working with the federal civilian equal employment and affirmative action guidelines; and, the Military Equal Opportunity (MEO) and diversity objectives.
  • Skill in performing and maintaining the Air Force Fitness Standards and disciplinary actions.
  • Experience in adaptive planning and execution from peacetime through mobilization, contingency operations and demobilization.
  • Experience and skilled in developing and writing standard operating procedures or other guides, which resulted in improved understandings among airmen and provided dynamic motivation to attain and maintain readiness.
  • Knowledge of the enlisted members rights and obligations under the Uniformed Services Employment and Reemployment Rights Act (USERRA) and Employer Support of the Guard and Reserve (ESGR).
  • Skill in managing, analyzing, and overseeing the administrative functions of a unit. Experiences included work that involved measuring, or identifying, or correcting levels of readiness, morale, welfare, discipline, performance, training, assignment, reassignment, and/or utilization as they affected unit missions.
  • Experience in identifying and resolving complex issues affecting airmen. Must have experiences in how to execute performance plans and discuss expectations with unit employees.
  • Skilled in developing performance goals in order to mentor, guide, and improve competencies.
  • Knowledge of the Dual Status Title 32 Excepted Service Technician program; the Title 5 Excepted Service National Guard employment program; and, the Merit Systems Protection Board procedures.
  • Skill in validating the various unit position descriptions, used to employ the full-time Excepted Service work force, to validate their accuracy and direct correlation to the mission required work.
  • Knowledge on the position descriptions classification factors and experienced in writing performance factors from the position descriptions directed work duties and responsibilities. Skilled in providing mediation between the employees to revolve complaints or concerns.
  • Experience in managing minor disciplinary measures such as, warnings and reprimands.
  • Competent in writing, designing, formatting, publishing, and presenting specific programs to immediate supervisors, peers, and subordinates.
  • Experience in the performance management and productivity programs; and experiences included formulating process improvement plans, best practices, and performance techniques.
  • Competent in directing position utilization; writing awards and recognition media; writing evaluations; and conducting and documenting performance reviews.
  • Experience in managing reenlistments, assignment and reassignment actions; directing education and training policy requirements; and, retraining procedures.
  • Competent in managing the Groups sexual assault prevention and response program. Skilled and experienced in assessing program status, advising senior leaders and commanders.
  • Skill in career counseling and conducting educational and skill development programs.
  • Skill in identifying behavioral concerns, assessing culture and environmental concerns, and applying problem solving techniques.
  • Skill in translating program policies into directives, publications, and training manuals.
  • Skill in interpreting manpower, personnel, and equipment availability for deployments and readiness training exercises or real world mobilizations.
