Job Description
1. Position Summary
The HACCP Program Manager is the contractor's designated key person for the VISN 6 Water Management / Legionella Testing contract. The solicitation requires this individual to hold a bachelor's degree or higher in science or engineering and to be a Certified HACCP Manager — the qualifications the Government uses to confirm a qualified person is supervising sampling and shipping and is competent to review each facility's Water Safety/Management Plan. The Manager directs the quarterly Legionella sampling program across seven VA Medical Centers, oversees culture-based laboratory analysis through a CDC ELITE–certified lab, manages potable-water remediation events on request, ensures all reporting and data-spreadsheet deliverables, and serves as the technical point of contact to the COR and each facility's Technical Manager.
2. Required Licenses, Certifications, and Education (Evaluation Factor V — mandatory)
These are hard eligibility requirements and are evaluated. Documentary proof is submitted with the quote.
Bachelor's degree or higher in science or engineering. The actual degree diploma must be provided with the quote.
Certified HACCP Manager. The actual HACCP Manager certificate must be provided with the quote. The Government did not mandate a specific commercial HACCP course — offerors "provide qualifications" and the Government evaluates them.
ASSE/IAPMO/ANSI 12080 (Legionella Water Safety and Management Specialist) is accepted as an equivalent qualification.
Valid state driver's license (multi-site field travel across NC/VA).
Ability to pass a VA background investigation and obtain facility access/badging; comply with facility drug-screening and health/immunization requirements.
Preferred / rating-strengthening (not mandatory): Certified Water Technologist (CWT, Association of Water Technologies — 5 yrs field experience + exam); Certified Industrial Hygienist (CIH) or Certified Safety Professional (CSP); ASHRAE Standard 188 / Water Management Program training; OSHA 30-Hour (General Industry).
3. Required Experience
Five years' experience collecting and reporting Legionella tests in a hospital environment (PWS qualification).
Demonstrated expertise developing Water Management Programs that address both cost and safety in potable and utility water (a sample water safety management plan is submitted for evaluation).
Experience producing HACCP program validation and verification data — the technical volume requires such data from at least 20 current customers (sanitized) plus two sample testing reports.
Familiarity administering programs under VHA Directive 1061 and The Joint Commission water-management requirements.
