THIS IS A FIRE DISTRICT POSITION ONLY

The San Bernardino County Fire Protection District, Office of the Fire Marshal (OFM), is recruiting for Hazardous Materials Specialist (HMS) Trainees for the Certified Unified Program Agency (CUPA), who are responsible for interpreting and implementing hazardous materials laws and regulations, while performing a variety of inspection and investigation assignments, under close supervision.

The Hazardous Materials Division of the San Bernardino County Fire Protection District is designated by the State Secretary for Environmental Protection as the CUPA for the County of San Bernardino in order to focus the management of specific environmental programs at the local government level. The CUPA is charged with the responsibility of conducting compliance inspections for over 7000 regulated facilities in San Bernardino County. These facilities handle hazardous material, generate or treat a hazardous waste, and/or operate underground storage tanks. The CUPA provides a comprehensive environmental management approach to resolve environmental issues. This balanced approach utilizes education and effective enforcement procedures to minimize the potential risk to human health and the environment and establish an atmosphere to promote fair business practices. The CUPA is designed to consolidate, coordinate, and uniformly and consistently administer permits, inspection activities, and enforcement activities throughout San Bernardino County.

CONDITIONS OF EMPLOYMENT

Certificate: Must possess and maintain registration as an Environmental Health Specialist issued by the State of California Department of Public Health throughout employment.

Pre-Employment Process: A successful background check is required prior to assignment.

Travel: A valid California Class C Driver License is required to carry out the essential job-related functions of this position. Proof of automobile liability insurance must be maintained. Mileage reimbursement is available.

Promotion: Hazardous Materials Specialist Trainees are eligible for promotion to Hazardous Materials Specialist I upon obtaining registration as an Environmental Health Specialist (REHS) with the State of California, completing a training program, and receiving a recent satisfactory work progress report. Trainees must qualify for promotion to Hazardous Materials Specialist I within 36-months or employment will be terminated. Hazardous Materials Specialists I are eligible for promotion to Hazardous Materials Specialist II upon meeting the minimum requirements for the Hazardous Materials Specialist II and receiving a recent satisfactory work progress report. Hazardous Materials Specialists I must qualify for promotion within twelve 12 months of employment or will be terminated.

Minimum Requirements

Letter of Eligibility: Possession of a valid "Letter of Eligibility" from California Department of Public Health (CDPH) affirming certification as an Environmental Health Specialist Trainee under Section 106615(d) of the California Health and Safety Code. Desired Qualifications

The ideal candidate is prepared and scheduled to take the REHS examination, has proficient use of Microsoft Office computer programs, and is familiar with the California Environmental Reporting System (CERS).
