The Hazardous Waste Technician at Vandenberg Space Force Base (VSFB) will oversee and manage all aspects of hazardous waste (HW) handling, ensuring compliance with federal, state, and local regulations. Responsibilities include HW collection, accumulation site operations, waste tracking, sampling, training personnel, and preparing necessary reports and plans. The role involves maintaining facilities like the Consolidated Collection Accumulation Point (CCAP) and Hypergolic Storage Facility (HSF) CAPs, adhering to safety protocols, and ensuring proper documentation and recordkeeping. The contractor must work during core hours, enforce safety policies, and support compliance inspections and audits to maintain a safe and environmentally compliant HW management program.

Responsibilities

  • Operate and maintain HW accumulation sites.
  • Manage waste tracking systems.
  • Perform HW sampling and characterization according to 40 CFR 261.
  • Prepare profile sheets and inventories.
  • Conduct inspections of HW accumulation areas.
  • Train installation personnel and contractors on safe and compliant HW management.
  • Prepare and submit reports related to HW management.
  • Prepare spill reports as necessary.
  • Enter HW data into the DAF Enterprise Environmental, Safety, and Occupational Health Management Information System (EESOH-MIS).
  • Support the preparation and updating of Hazardous Waste Management Plans (HWMPs), Waste Analysis Plans, and Hazardous Materials/Waste Contingency Plans.
  • Utilize T-EMP for plan uploads and updates.
  • Identify treatment and disposal sites.
  • Manage recycling or disposal of similar wastes such as nonhazardous industrial and special waste, used oil, and off-spec fuel.
  • Handle Per- and Polyfluoroalkyl Substances (PFAS) as per guidance/regulations.
  • Conduct waste consolidation/lab packing and waste turn-in/preparation for shipment.
  • Manage the operations and maintenance of the Consolidated Collection Accumulation Point (CCAP) at Buildings 3300 and 3301.
  • Oversee operations and maintenance of used oil tanks and associated monitoring systems.
  • Operate the Hypergolic Storage Facility (HSF) Collection Accumulation Points (CAPs) at Buildings 974 and 976.
  • Ensure weekly documented inspections at all contractor-controlled accumulation points.
  • Adhere to the two-person policy for receiving, handling, and loading HW containers.
  • Ensure compliance with safety protocols during HW inspections, sampling, training, and other activities.
  • Manage non-contractor personnel interactions ensuring they are not considered part of the two-person policy.
  • Prepare and maintain records related to HW management, including TSDF recordkeeping.
  • Support compliance inspections or audits.
  • Handle purchase and storekeeping of HW containers and spill supplies.
  • Other duties as assigned

Qualifications

  • High school diploma or a GED.
  • Minimum four (4) years’ experience in hazardous waste management.
  • Valid Driver’s License.

Knowledge, Skills and Abilities

  • Ability to obtain, NACI.
  • Military Hazmat/Hazardous Waste experience preferred.
  • Experience in management of Hazardous Waste in California with and DoD hazardous waste operations.
  • A solid understanding of Material Safety Data Sheets/Safety Data Sheets and Hazardous Material identification and management preferred .
  • Ability to follow established procedures and carry out assignments independently, although work is primarily in an office environment that is adequately lighted, heated, and ventilated, incumbents may be subjected to rain, cold, bright sun etc.
  • Demonstrate knowledge of EESOH-MIS and/or relational databases.
  • Solid knowledge of Microsoft software products is required to include Outlook, Excel and Access.
  • Have a specific awareness of data quality related to databases and report generation.
  • EESOH-MIS specific training preferred.
