One Year - Possibility of Renewal

The primary role of the Health Care Research Analyst is to support the development and implementation of Oregon's Rural Health Transformation Program (RHTP) Data and Reporting Program. Working collaboratively with the Manager, Senior Research Analyst/Data Methodology Lead, and Data and Reporting Workgroup, this position analyzes data from internal and external sources to support program monitoring, reporting, evaluation, and compliance with CMS requirements. The position will support quarterly and annual reporting to CMS, develop and implement data collection methods, conduct analyses, prepare reports and data visualizations, and establish processes to ensure data quality and validity.

Participate with Information Systems staff in planning, designing, and implementing new or enhanced information systems. Write computer report generator language or use software packages to retrieve, edit, and tabulate data from various databases and files. Design databases to compile data for research studies. Study and analyze tables, graphs, and charts, and other statistics to arrive at logical conclusions about the data. Write programs to use statistical procedures based on assumptions and hypotheses in research design.

Report Preparation

Review narrative and statistical information gathered. Write statistical or narrative summary reports, and articles for publication, including summary graphs and charts. Summarize reports by explaining the significance of trends. Prepare statistical reports and explain their significance to the program or project.

Technical Consultant

Explain and discuss research data with agency personnel, other agencies, business groups, legislative bodies, associations, unions, and news media. Prepare written responses to outside requests for research information. Provide technical expertise and specialized information on request to Information Systems staff, agency personnel, and other agencies. Prepare and deliver presentations to various units of the agency, community groups, and others to report research findings, current statistics, or other information.

Project Coordination

Plan, and coordinate the work with other research staff engaged in gathering, compiling, and analyzing information and data. Provide technical direction for staff and verify the accuracy, validity and completeness of data. Lead and coordinate major research projects or survey programs. Coordinate projects that include broad cross-functional team members.

What We Are Looking For

Minimum Qualifications: These qualifications must be visible in your application for consideration.

A Bachelor's Degree in any discipline that included six-quarter units in statistics or quantitative analysis methods and procedures, and one year experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports;

OR

Four years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports.

• Proven experience in analyzing health care data and translating complex findings into clear, actionable information using written reports, presentations, charts, graphs, dashboards, and other data visualizations.
• Advanced proficiency in SQL and statistical or quantitative analysis software such as R or SAS, including the ability to develop scripts or macros to automate data extraction, compilation, and analysis.
• Demonstrated ability in developing and monitoring performance metrics, dashboards, scorecards, and other tools used to evaluate programs and communicate results.
• Extensive knowledge of health care delivery, health policy, health care finance, Medicaid and Medicare programs, and health care reform, with the ability to apply that knowledge to research and program evaluation.
• Proven track record of managing multiple, competing priorities; organizing complex analytical projects; and delivering accurate, timely work in a dynamic environment.
• Strong collaboration skills with a track record of working effectively with program staff, analysts, leadership, and partners to develop research, evaluation, data, and reporting products.
• Demonstrated ability to communicate complex technical and analytical information clearly and effectively to both technical and non-technical audiences, while promoting a culturally responsive and inclusive work environment.
• Demonstrated expertise in health care policy and program evaluation, including the design and implementation of qualitative, quantitative, and mixed-method evaluation methodologies.

Preference May Be Given To Candidates With

• A Master's degree in Public Health, Public Administration, or a closely related field demonstrating the knowledge and skills required for this position.
• Experience working with healthcare administrative claims data, particularly Medicaid data.
• Experience in Oregon state government or other public sector organizations.
