Health Program Analyst I, Health (RAD)

Salary Range: $5,943.91 - $8,575.40 Monthly

SUMMARY

The Office of Diversion and Reentry (ODR) is seeking a Health Program Analyst I to support the Referral, Access and Data (RAD) Team. RAD supports ODR's housing access and referral operations across multiple stages of the ODR service continuum, including individuals entering ODR from custody into interim housing placement, and ongoing access to Permanent Supportive Housing (PSH) resources through the county’s Flexible Housing Subsidy Pool (FHSP).

The HPA I will act as a primary liaison between ODR contracted community based providers and the Los Angeles Superior Court to ensure timely bidirectional communication of information, including hearing dates, progress reports, and other court notifications. Additionally, the HPA I will support ODR's court and central release process with housing access for individuals entering ODR, assisting with interim housing referrals and placements, and supporting the management and utilization of ODR's PSH resources.

The HPA I will analyze referral and housing data, monitor resource utilization and placement activity, identify barriers and delays, support data quality and reporting, and assist with improvements to referral and housing-access workflows. The successful candidate will have strong analytical, organizational, communication, and problem-solving skills, with the ability to coordinate across multiple teams and systems serving individuals with complex housing, behavioral health, and justice needs.

Currently, ODR has a hybrid work schedule with a combination of workdays in the office, in the field and remote. This may change at discretion of Los Angeles Health Services.

ESSENTIAL FUNCTIONS of the HPA I include, but are not limited to:

• Review, track, and ensure timely submission of progress reports to the Los Angeles Superior Court, in collaboration with community based providers.
• Support ODR referral and access processes across assigned programs, including tracking referrals from initial receipt through disposition, placement, enrollment, or another applicable outcome.
• Monitor referral workflows and identify delays, gaps, incomplete information, or other barriers that may affect timely access to services.
• Maintain and update referral tracking systems, databases, spreadsheets, and other tools used to monitor client movement through ODR referral processes. Assist with the creation of new client profiles and maintain accurate client records.
• Review referral information for completeness, accuracy, consistency, and compliance with established program procedures. Meet with clients in custody to orient them to the ODR program and prepare them for transition to community-based services.
• Coordinate with ODR staff to resolve data discrepancies, obtain missing information, and facilitate timely updates to referral records.
• Develop and maintain standardized tracking tools and workflow processes to improve consistency and efficiency.
• Prepare recurring and ad hoc reports, dashboards, spreadsheets, summaries, and other analytical products.
• Participate in special projects and analytical assignments as directed by ODR leadership.
• Collaborate with ODR program teams, administrative staff, clinical staff, and other stakeholders to support referral and access activities.
• Participate in meetings and workgroups related to referral processes, data management, program access, and performance improvement.

JOB QUALIFICATIONS

Option I: A Bachelor's degree from an accredited college or university in Social Work, Counseling, Health Care Administration/Management, Public Administration, Behavioral Sciences, Social Sciences, Business Administration, or a closely related field --AND-- two years of direct professional experience working with persons experiencing homelessness, serious mental illness, or justice involvement, in the role of case manager, clinician, outreach worker, program manager, or similar.

A Master's degree from an accredited college or university in Social Work, Counseling, Health Care Administration/Management, Public Administration, Behavioral Sciences, Social Sciences, Business Administration, or a closely related field may be substituted for one year of the required experience in the analysis of mental health or public health programs. This is only applicable to option I. 
 
Option II: Four years of direct professional experience working with persons experiencing homelessness, serious mental illness, or justice involvement, in the role of case manager, clinician, outreach worker, program manager, or similar.

Preferred Education/Experience:

• Direct experience working with justice-involved populations and/or within systems of care (e.g., housing, mental health, substance use treatment).
• A bachelor’s degree or higher from an accredited college or university, preferably in Public Health, Public Administration, Business Administration, Healthcare Administration, Healthcare Management, Biostatistics, Epidemiology, Social Work, Psychology, Community Development, Criminal Justice, Paralegal Studies, or a related field.
• License or certification as a substance use counselor, or at least 1-year professional experience conducing substance use screening or assessments.
• Experience coordinating discharge planning from carceral settings, hospital or healthcare settings, SUD treatment programs, or similar.
• Proficiency in Microsoft Excel (data entry, tracking, and reporting).
• Strong organizational skills and ability to collaborate across multidisciplinary teams.

Certificates/Licenses/Clearances

• A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
• Successful clearing through the DHS Live Scan, Health Clearance and LASD Clearance process with the County of Los Angeles.

• Proficient skill set in using an array of Microsoft Office Suite software programs such as Word, Excel, PowerPoint, Access, Adobe Reader, One Note, Outlook, Publisher, Teams, Outlook, etc.
• Able to multi-task and set workload priorities for time sensitive projects/tasks.
• Ability to problem solve and make recommendations to processes, policies, etc.
• Able to communicate with all levels of personnel, e.g., written, verbal, in a professional and concise/clear manner; ability to work within a project team and/or independently.
• Able to work in a very diverse environment and with diverse individuals.
• Ability to be flexible in meeting changing work tasks and timelines; must be dependable and reliable.
