About this Role:

Under direction of the Supervisor II, the Health Program Specialist II (HPS II) serves as an expert advisor and project manager for the most complex research, analyses and projects related to the Behavioral Health Services Act (BHSA).

The HPS II assists in the planning, implementation, and evaluation of programs and represents the Branch on workgroups/committees related to the BHSA. The HPS II is a Subject Matter Expert (SME) on BHSA requirements and provides technical assistance to counties as well as other stakeholders, to ensure understanding and compliance with BHSA requirements. The HPS II conducts the most complex analysis and support, and provides specialized research in detailed review of BHSA regulations, requirements, and data, identifying trends and patterns, preparing detailed reports and complex data display, and making recommendations to upper management regarding needed changes.

The HPS II may be required to work with and be exposed to sensitive and confidential issues and/or materials and is expected to maintain confidentiality at all times. The HPS II conducts business in professional and service-oriented manner and in representing the Department; establishes and builds rapport through open communication; promotes teamwork and cross-function collaboration and communication in support of Department of Health Care Services (DHCS) strategic goals. Working Conditions

This position offers a hybrid work schedule as outlined in the telework information section below; the amount of telework is based on the operational business needs. Beginning July 27, 2026, pursuant to Executive Order N-22-25 issued March 3, 2025, and California Department of Human Resources (CalHR) Statewide Guidance issued March 13, 2025, DHCS team members generally will be required to report in-person a minimum of four days per week unless exempted/excepted.

Statement of Qualifications Requirement Section

Travel required 10% of the time. Position may require overnight travel for up to 2 consecutive nights to meet training requirements.

Telework and Salary Information

Telework: This position is currently eligible for telework up to three days per week and is required to report in person a minimum of two days per week. This position may be eligible for telework up to five days a week, contingent on operational business needs. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS' Telework Program and Government Code sections 14200 - 14203. Telework is available to California residents, and proof of residency may be required.

The selected candidate will be assigned an available DHCS office closest to their residence prior to their start date. The selected candidate will be required to report to their assigned DHCS office and other DHCS locations as needed.

Business travel may be required, and reimbursement considers an employee's designated office and residence, subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
