Job Description

Position Purpose

Owns the safety of everyone on site from the first crane lift through steady state operations, and builds the permanent safety management system rather than a construction only program.

Key Responsibilities

  • Build and run the site safety program, including permit to work, lockout tagout, confined space, hot work, elevated work, line breaking and critical lift control.
  • Approve contractor safety plans, verify training and certifications, and hold contractors to company standards.
  • Run daily safety briefings, weekly walkthroughs and monthly leading indicator reporting.
  • Own incident reporting, investigation, root cause analysis and corrective action closure.
  • Design and run the emergency response program, including fire suppression readiness, gas detection coverage, evacuation, alarm testing and emergency drills.
  • Coordinate OSHA recordkeeping and, as the process definition is confirmed, lead readiness for process safety management obligations.
  • Establish the industrial hygiene program covering solvent exposure, respiratory protection, hearing conservation and biological agent handling.
  • Transition the construction safety program into the operating safety management system without a gap at handover.

Required Qualifications

  • Bachelor's degree in occupational safety, engineering or a related field, or equivalent experience.
  • Eight or more years of HSE leadership in chemical, petrochemical, biotech or heavy industrial settings, including active construction sites.
  • Direct experience with OSHA 1910 and 1926, hazardous energy control and emergency response planning.
  • OSHA 30, first aid and CPR instructor capability or willingness to certify.
  • Presence and credibility to stop work and hold the line with contractors.

Preferred Qualifications

  • CSP, CIH or CHMM certification.
  • Process safety management program experience under 29 CFR 1910.119.
  • Flammable solvent and combustible dust experience.
