Loyal Source is looking for a Health Services Administrator for an opportunity in El Paso, TX.

Pay: $160,000

About the Role:

As a Health Services Administrator, you will serve as the senior healthcare operations leader responsible for the overall administration, strategic direction, and performance of health services within a federally managed facility. While providing leadership and oversight for multidisciplinary healthcare teams, the HSA is expected to maintain an active presence within daily operations, partnering closely with clinical and administrative staff to address challenges, support efficient service delivery, and ensure continuity of care.

This role requires a hands-on leader who can balance strategic planning with operational execution, effectively navigating complex situations, driving organizational initiatives, resolving issues in real time, and fostering a culture of accountability, collaboration, and continuous improvement. The HSA is ultimately responsible for operational performance, regulatory compliance, staffing effectiveness, quality outcomes, and contractual requirements.

Key Responsibilities:

Leadership & Program Oversight

  • Provide overall leadership, direction, and oversight for all healthcare operations and administrative functions within the facility.
  • Directly supervise the Assistant Health Services Administrator and other healthcare department leaders while developing a high-performing and engaged workforce.
  • Establish operational goals, priorities, and performance expectations aligned with organizational objectives and contractual requirements.
  • Foster a culture of accountability, collaboration, professionalism, and service excellence.
  • Lead workforce planning initiatives, including recruiting, retention, succession planning, employee development, and performance management.

Operational Leadership

  • Maintain an active presence within daily healthcare operations to ensure efficient workflows, continuity of care, and effective problem resolution.
  • Partner directly with frontline staff and department leaders to address operational challenges, staffing concerns, patient care issues, and emerging priorities.
  • Demonstrate a hands-on leadership approach by supporting operational needs during staffing shortages, high-volume periods, audits, critical incidents, and organizational change initiatives.
  • Conduct routine operational rounds to assess departmental performance, identify opportunities for improvement, and strengthen employee engagement.
  • Ensure appropriate staffing coverage and resource allocation to support 24/7 healthcare operations.

Quality, Compliance & Patient Care

  • Partner with medical leadership to ensure delivery of high-quality, patient-centered healthcare services and positive patient outcomes.
  • Lead quality assurance, patient safety, risk management, and performance improvement initiatives.
  • Ensure compliance with all federal, state, local, contractual, and regulatory requirements, including HIPAA, OSHA, and applicable detention healthcare standards.
  • Maintain continuous readiness for audits, inspections, accreditation reviews, and client assessments.
  • Develop and oversee corrective action plans resulting from audits, inspections, investigations, or performance reviews.

Financial & Administrative Management

  • Develop, manage, and oversee departmental budgets, staffing models, resource allocation, and operational expenditures.
  • Monitor operational and financial performance metrics and implement strategies to improve efficiency and effectiveness.
  • Analyze healthcare utilization, workforce trends, and service delivery outcomes to support informed decision-making.
  • Ensure accurate reporting and documentation related to healthcare operations, staffing, quality, and compliance.

Stakeholder Engagement

  • Serve as the primary healthcare liaison between facility leadership, government stakeholders, regulatory agencies, vendors, and external partners.
  • Prepare and present operational reports, performance metrics, corrective action plans, and program updates to senior leadership and government representatives.
  • Lead investigations and response efforts related to compliance concerns, operational incidents, patient care issues, and regulatory findings.
  • Support organizational initiatives, policy implementation, process improvements, and technology advancements across healthcare operations.

Required Qualifications:

  • Bachelor's degree in Healthcare Administration, Public Health, Nursing, Business Administration, or a related field from an accredited institution required; Master's degree preferred.
  • Minimum of five (5) years of progressive healthcare leadership experience, including responsibility for healthcare operations, staff management, and program administration.
  • Minimum of three (3) years managing healthcare programs, departments, or multidisciplinary healthcare teams in a complex healthcare environment.
  • Demonstrated experience leading supervisors, managers, or department leaders while driving operational performance and employee engagement.
  • Proven knowledge of healthcare regulations, accreditation standards, quality improvement methodologies, and compliance requirements.
  • Experience with budgeting, workforce planning, staffing optimization, and resource management.
  • Demonstrated ability to balance strategic leadership with hands-on operational involvement and problem-solving.
  • Strong communication, leadership, conflict resolution, organizational, and analytical skills.
  • Current CPR/BLS certification required.
  • If the HSA holds a clinical license, they are responsible for maintaining all applicable licensure and certification requirements.

Preferred Experience:

  • Master's degree in Healthcare Administration (MHA), Public Health (MPH), Business Administration (MBA), Nursing, or a related field.
  • Experience in correctional healthcare, detention healthcare, military medicine, community health, or other highly regulated healthcare environments.
  • Experience managing healthcare operations within a 24/7 environment.
  • Experience leading audits, accreditation surveys, inspections, and corrective action initiatives.
  • Experience working with government agencies, government healthcare contracts, or contract performance requirements.
  • Familiarity with workforce optimization, operational improvement initiatives, and healthcare performance metrics.
  • Bilingual (English/Spanish) preferred.

Physical Requirements:

The work requires some physical exertion, such as long periods of standing; walking or jogging over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities; or recurring lifting of moderately heavy patients or equipment.
