The Position

Why Join Contra Costa Health?

The Contra Costa County Health Services Department is offering an excellent employment opportunity for qualified individuals interested in the Health Services Administrator - Level C position. There is currently one (1) vacancy in Health, Housing and Homeless (H3) located in Concord, CA. Incumbents may be required to occasionally travel to different locations throughout Contra Costa County.

Health, Housing & Homeless Services (H3) leads the County's systemwide response to homelessness, including administration of the Continuum of Care (CoC) program and the County's Homeless Information Management System (HMIS). Additionally, this program has oversight of emergency shelter programs, transitional housing, rapid rehousing, supportive housing, California Advancing and Innovating Medi-Cal (CalAIM) services.

Under general direction, the Continuum of Care (CoC) Administrator is responsible for the overall administration of Contra Costa's homeless Continuum of Care (Richmond/Contra Costa CA-505). The Administrator will manage the planning, coordination, and implementation of community-wide efforts towards preventing and ending homelessness as outlined in Contra Costa County's strategic plan and as identified in the annual Continuum of Care's workplan.

The CoC Administrator partner closely and work alongside governmental and non-governmental leadership, local, state, and national advocacy groups, homeless service providers, and the Contra Costa Council on Homelessness to support data driven decision making on policies and practices to address homelessness and ensure the effective coordination of homeless services throughout the Continuum of Care.

We are looking for someone who:

  • A creative problem solver: You will be responsible for addressing urgent new challenges along with existing ones
  • Communicative: You will be responsible for communicating relevant changes and updates on information relevant to internal and external partners
  • Focused: You will be able to work effectively during challenging situations while maintaining composure
  • Results Driven: You will be responsible for maximizing program effectiveness through strategic vision, planning and partnerships
  • Supportive: You will be responsible for supporting staff by providing appropriate training, guidance, delegation, and coaching
  • Proactive: You will be a risk-spotter who anticipates safety issues before they escalate, uses data to guide decisions, and builds a culture of continuous improvement across clinical and non-clinical teams.
  • Collaborative: You will be a communicator who can coach staff at every level, translate regulations into practical action, and lead with calm authority during incidents or compliance reviews.
  • Participant Centered: You will be able to work effectively with people experiencing homelessness, homeless service providers, state, local, and federal agencies and provide authentic partnership with households in crisis to prevent or end their episode of homelessness.

What you will typically be responsible for:

  • Program planning, organizing, directing the overall administration and management of corresponding programs.
  • Oversight of training, supervision of program managers and supervisors.
  • Regulatory compliance oversight: Ensuring the organization meets all federal, state, and local funding requirements (e.g., Continuum of Care), and preparing for audits or surveys.
  • Incident reporting and investigation: Managing the system for responding to participant complaints and safety events, leading root-cause analyses, and driving corrective action plans.
  • Data analysis and performance improvement: Tracking performance metrics, identifying trends, and partnering with service providers to reduce barriers and improve outcomes.
  • Build and strengthen relationships with local government, non-profit homeless service providers, and other community stakeholders to ensure a strong, effective safety net of housing and services for people experiencing homelessness
  • Ensure program and system compliance with all regulations and best practices, by performing and/or supervising the work of staff and consultants to track, analyze, and share policy information.
  • Direct and coordinate Continuum of Care (CoC) wide monitoring for homeless service providers, with the support of TA consultants
  • Support coordination and drafting and ensure complete and timely communication, responses (including surveys and interviews), and reporting for all funders and local, state, and federal partners, stakeholders, and regulators for CoC funding administered by H3
  • Support procurement and grant application processes, including annual US Department of Housing & Urban Development funded CoC NOFO process in collaboration with TA consultants
  • Ensure the inclusion of people with lived experience in planning, policy setting, delivery, and evaluation of CoC operations and services

A few reasons you might love this job:

  • You will be part of a dynamic team working to improve health outcomes and empower local communities.
  • There are unique opportunities to collaborate with internal and external partners.
  • You will have opportunities for career growth.
  • Your leadership will be used to improve and build systems serving people experiencing homelessness.
  • You will be part of a division that collaborates with a diverse set of stakeholders
  • You will spend your day with a team that is dedicated, passionate and focused on Contra Costa Countys mission and goals to serve our community.
  • You will work to develop more stable housing outcomes for Contra Costa unhoused residents.

A few challenges you might face in this job:

  • Demands and needs of the program can change rapidly
  • Managing interpersonally strained situations
  • Balancing compliance with real-world workflow: Regulations are strict, but direct service environments are fast-moving. Translating rules into practical behaviors that staff can realistically follow is a constant tension
  • Implementing policy changes across diverse teams: Getting funders, homeless service providers, County agencies, program participants, and leadership aligned on ever-changing federal, state, and local priorities takes persistence, diplomacy, and strong communication
  • This role requires making thoughtful decisions about how to prioritize use of limited resources when demand exceeds supply

  • Action & Results Focused (Taking Initiative): Initiating task and focusing on accomplishment
  • Professional & Technical Expertise: Applying technical subject matter to the job
  • Attention to Detail: Focusing on the details of work content, work steps, and final work products
  • Displaying Ownership and Accountability: Holding self and others accountable for measurable high-quality, timely, and cost-effective results
  • Oral Communication: Engaging effectively in dialogue
  • Writing: Communicating effectively in writing
  • Involving Others (Engaging Teams): Engaging others for input, contribution, and shared responsibility for outcomes
