We are seeking a qualified Health System Analyst to support a potential contract award with a Federal Client. This role is contingent upon contract award and will play a critical part in our efforts to deliver exceptional results for this opportunity.
RESPONSIBILITIES:
- Serve as a senior healthcare IT and data SME supporting Electronic Health Record Modernization (EHRM) and enterprise transformation activities.
- Assess how Oracle Millennium/EHR data, workflows, and system changes affect financial processes (VERA, Managerial Cost Accounting, costing, resource allocation) and identify workflow deviations that impact costing and budgeting.
- Provide technical support on EHR data structures, models, process flows, interfaces, and financial-data dependencies, including comparative analysis between legacy and Oracle Millennium data.
- Support reconciliation and integration across EHR, FMS, iFAMS, VistA, and other clinical/financial data sources to improve data completeness and consistency.
- Conduct comparative, trend, and predictive analysis of large datasets, and prepare reports, technical assessments, and decision memos for Government review.
- Advise on relational data models, ETL processes, and multi-dimensional analytical structures for large-scale healthcare and financial analysis.
- Support testing, validation, and interface analysis for EHR and financial-system integration, collaborating with Government-designated vendors and cross-functional teams while protecting sensitive information.
- Translate technical findings into business impacts for finance, healthcare, and program stakeholders, ensuring deliverables are accurate, reproducible, and compliant with government requirements (including Section 508).
REQUIREMENTS:
- 10+ years of experience as a healthcare IT consultant supporting complex healthcare technology, data, integration, or transformation initiatives, including 10+ years of data-management experience in large enterprise environments.
- Demonstrated experience with Oracle Millennium or another enterprise electronic health record platform.
- Strong understanding of Veterans Equitable Resource Allocation (VERA) and Managerial Cost Accounting (MCA) processes.
- Demonstrated experience conducting comparative, trend, and predictive analyses and preparing comprehensive reports from complex datasets.
- Strong understanding of healthcare data structures, data integration, interfaces, reconciliation, data quality, ETL, and analytical reporting, including the ability to connect clinical and operational data to financial and resource-allocation requirements.
- Strong written and verbal communication skills, including the ability to explain complex technical findings to executive, financial, and operational stakeholders.
- Bachelor's degree in Health Informatics, Information Systems, Data Analytics, Computer Science, Healthcare Administration, Finance, or a related field, or equivalent directly relevant experience.
- Ability to satisfy applicable personnel suitability/security requirements and complete required privacy and information-security training.
PREFERRED QUALIFICATIONS:
- Direct experience supporting a federal healthcare system, including hands-on experience with Oracle Millennium in a large Federal healthcare implementation.
- Experience with federal healthcare systems and data, including VistA, FMS, iFAMS/CGI Momentum, MCA, VERA, or related financial and clinical platforms.
- Experience integrating or reconciling electronic health record data with financial, accounting, acquisition, cost-accounting, or resource-allocation systems.
- Experience designing relational data models, ETL pipelines, SSAS/star-schema, or other multidimensional analytical solutions, including Power BI, SQL, DAX, advanced Excel, Azure, or other BI tools.
- Experience supporting system testing, data conversion, interface validation, data cleansing, and cutover for large-scale EHR or financial-system implementations.
- Advanced degree or relevant certifications in health informatics, healthcare IT, data management, analytics, or related disciplines.
SALARY:
