The Opportunity

WSDOT is seeking multiple skilled, safety-focused Highway Maintenance Workers to join our team in Monroe and Everett, WA. In this vital role, you will help keep Washington's transportation system safe, reliable, and accessible by performing a wide range of highway maintenance and repair activities. As a journey-level member of the regional maintenance organization, you will operate specialized equipment and tools to maintain highways, bridges, drainage systems, roadside features, and other critical infrastructure that supports the movement of people and commerce throughout the region.

What to Expect

Work is generally performed Monday-Thursday on four 10-hour shifts; however, weekends, holidays, night work, and extended hours may be required for emergency response and non-scheduled callouts. The position requires the ability to report to the duty station within 45 minutes, respond in all weather conditions, and participate in rotational night, standby, and call-back assignments.

Among the varied range of responsibilities held within this role, the Highway Maintenance Worker 2 will:

  • Performs day-to-day highway maintenance operations.
  • Operate Class A, B, and/or C highway equipment as designated on the approved Department of Transportation Equipment Fund (TEF) List for highway maintenance.
  • Performs manual labor to complete activities such as asphalt and concrete pavement maintenance and repair; apply concrete, asphalt, and synthetic materials.
  • Drainage maintenance and repair to include catch basins, culverts, pipes, ponds, sedimentation facilities, swales, ditches, and other types of drainage features as well as provide for erosion and slide repair.
  • Install, maintain, and repair guardrail, fences, impact attenuator concrete barriers and other safety features.
  • Assist in assembling, installing, and replacing signs, sign components, and signposts using a variety of equipment and tools.
  • Remove dangerous trees; provide vegetation management, such as mowing, applying pesticides; establishing, maintaining, and repairing landscaped areas, including planting and remediating sites.
  • Transport up to 50 lbs. of heavy equipment and materials between work sites, such as rip rap hot and cold asphalt, removes litter, dead animals, and debris from state rights-of-way Track, document, and report daily work activities into computerized systems (e.g., Highway Activity Tracking System (HATS), Work Zone Data base (WZDB), Traffic Sign Management System (TSMS, etc.); review computerized records to ensure accuracy.
  • Account for assigned highway section inventories.
  • Prepare and complete third-party damage estimates (i.e., K3) through computerized systems.

Qualifications

To be considered for this opportunity, the following competencies are required:

  • Highway Maintenance Expertise: Demonstrated skills in highway maintenance practices, including pavement repair, drainage systems, erosion control, vegetation management, sign and guardrail installation, and debris removal.
  • Licensing: Possess an unrestricted Class A CDL with "N" endorsement without air brake restriction & valid medical card to legal operate vehicles in Washington State.
  • Equipment Operation: Ability to operate and maintain various Class A, B, and C highway maintenance equipment, tools, and vehicles following WSDOT standards. Ability to safely transport heavy equipment and materials between job sites.
  • Traffic Control & Work Zone Operations: Knowledge of traffic control practices following the Manual on Uniform Traffic Control Devices (MUTCD). Ability to plan and implement safe work zones, including flagging, signage, and the use of cones/barrels.
  • Safety Awareness & Compliance: Strong understanding of workplace safety procedures and commitment to following safety policies, including confined space entry, fall protection, and hazardous material handling. Ability to participate in the creation and implementation of Pre-Activity Safety Plans (PASP) and attend regular safety training.
  • Technical & Administrative Proficiency: Skilled in the use of electronic systems for timekeeping, maintenance tracking, inventory management, and cost estimating (e.g., HATS, WZDB, TSMS). Proficient in standard computer applications, including Microsoft Office and email communication.
  • Teamwork & Leadership: Ability to work effectively as part of a team and independently in the field. Capable of leading a crew in the absence of a Highway Maintenance Worker 3, demonstrating sound decision-making and leadership skills.
  • Growth Mindset: Actively demonstrates a commitment to learning and growth.
  • Service-Oriented: Takes action to meet the needs of others.

In addition to the competencies above, the following are also required:

  • Ability and willingness to work varying shifts, including nights, weekends, holidays, and to respond to un-scheduled work, callouts, or emergency situations 24 hours a day, 7 days a week, alone or a part of a team.
  • Ability to transport, move, and manipulate various types of equipment weighing 50 pounds or more.
  • Ability to respond to assigned duty station with 60 minutes of an after-hours callout.
  • Ability to traverse rough, steep, and uneven terrain and work elevated heights, above 25 feet over land or water.

It is preferred that qualified candidates also demonstrate:

  • Traffic Control and Work Zone Operations: Demonstrated knowledge of traffic control principles, practices, and procedures in accordance with the Manual on Uniform Traffic Control Devices (MUTCD). Ability to safely plan, establish, maintain, and remove traffic control zones, including the placement of signs, cones, barrels, and the performance of flagging duties to protect workers and the traveling public.
  • Certifications: Washington State Pesticide Applicator's License, Backflow Prevention Tester Certification, Crane Certification

  • In addition to the salary range listed, a general wage increase of 3% will be applied for all state employees on July 1, 2026.

  • Work is performed primarily outdoors in all weather conditions and often near moving traffic and heavy equipment, requiring heightened situational awareness and strict adherence to safety practices. The role involves physically demanding tasks, including deploying traffic control devices, flagging, and operating maintenance vehicles and equipment, with extended periods of standing and walking. Employees must wear appropriate PPE at all times.
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. Insurance Benefits

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
