Job Description Summary:

The Maintenance Supervisor assists in planning, organizing, coordinating, and directing the daily operations of multiple crews responsible for the maintenance, repair, and improvement of Harford County roads, bridges, and related infrastructure. This position oversees field operations to ensure work is performed safely, efficiently, and in compliance with applicable regulations, while maintaining County roadways in a safe and serviceable condition for the traveling public. The Maintenance Supervisor also provides leadership to assigned staff through training, coaching, performance management, and the effective allocation of personnel, equipment, and resources.

The normal work schedule for this position is Monday through Friday, 7:00 a.m. to 3:00 p.m. As a critical employee, the Maintenance Supervisor must be available to respond to emergencies on a 24 hours a day, 7 days a week, 365 days a year basis and will participate in an on-call rotation to support emergency response operations, including severe weather events and other public safety incidents.

This position is designated as essential personnel. Employees in this role are required to report to work during emergencies and adverse weather conditions, including when Harford County Government declares delayed openings or office closures.

Job Description:

Salary Range: $57,708.00-$143,439.00

BUDGETED SALARY: $75,000.00-$80,000.00

Essential Duties:

  • Plans, prioritizes, assigns, and supervises multiple crews engaged in the maintenance, repair, and improvement of County roads, rights-of-way, and related infrastructure.
  • Conducts regular inspections throughout the County to evaluate roadway conditions, monitor work quality, ensure compliance with safety standards, and assess crew productivity.
  • Reassigns personnel, equipment, and resources as needed to address operational priorities, emergency situations, and weather-related events.
  • Provides leadership, instruction, and on-the-job training to employees; evaluates trainee progress and promotes continuous skill development.
  • Supervises, coaches, and develops assigned staff by providing ongoing performance feedback, setting expectations, and fostering a culture of accountability, engagement, and high performance.
  • Conducts performance evaluations and addresses employee performance, attendance, and disciplinary matters in accordance with County policies and procedures.
  • Plans and oversees the procurement and requisition of materials, supplies, tools, and equipment necessary to support daily operations.
  • Assists in the development and administration of the division's annual operating budget, including preparing cost estimates and monitoring expenditures.
  • Compiles, analyzes, and prepares actual and projected labor, equipment, and resource utilization data to support budgeting, operational planning, and performance evaluation.
  • Obtains and maintains required permits and regulatory approvals, including Maryland Department of the Environment (MDE) permits for wet ditch cleaning and other maintenance activities.
  • Ensures compliance with applicable federal, state, local, and County regulations, policies, and safety requirements.
  • Coordinates with internal departments, contractors, utility companies, and external agencies to facilitate roadway maintenance projects and emergency response activities.
  • Responds to emergencies, severe weather events, and other incidents requiring after-hours or on-call supervision.
  • Performs other related duties as assigned.

Years of Experience:

Five (5) years of progressively responsible experience in the maintenance, repair, and construction of bridges, highways, or roadway infrastructure, including at least three (3) years of experience in the operation, maintenance, and utilization of heavy construction or maintenance equipment.

Years of Supervisory Experience:

Two (2) years of supervisory experience in a construction, public works, highway maintenance, or heavy equipment operations environment.

Education:
High School Diploma or equivalent

Certifications, Licensures, and Examinations:

Possession of a valid Class "C" non-commercial driver's license with no more than three (3) points. Be advised this position requires a valid driver's license.
