Description
The Human Services Agency (HSA) of the County of San Mateo is seeking qualified candidates for the position of Homeless Outreach and Encampment Response Manager to manage the County's homeless outreach programs (~$17M) which encompass Homeless Outreach Teams (HOT) and Encampment Resolution Fund (ERF) field teams. The Manager will oversee grant implementation and coordinate county programs and community-based contracted partners in their work to achieve the ERF and HOT grant/contract performance goals. In addition, the Homeless Outreach and Encampment Response Manager will build the structure of the service delivery system, coordinate, track and report grant progress, and build relationships with county departments, community partners, city leaders, and State representatives to provide a robust overall implementation and reporting structure to achieve grant goals.
This position will be responsible for reporting to high level executive County leadership and to the State on project goals and milestones, and responsible for establishing frequent communication channels for all levels of the project.
The current opportunity is in the HSA's Center on Homelessness Branch. The Homeless Outreach and Encampment Response Manager will work jointly with the Fiscal as well as the Contracts & Grants Teams to be the County's liaison with the State Department of Housing and Community Development and will monitor program activities administered on behalf of San Mateo County and report outcomes to agency, state, and community wide stakeholders.

The Homeless Outreach and Encampment Response Manager will be responsible for overall leadership and oversight of Outreach services and all ERF outreach grant-funded services, including but not limited to:
Project Management
Data Management and Presentations
Coordination of Local ERF Grant and HOT Contract Partners
Community Outreach and Communications
Staff Supervision

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to graduation from an accredited four-year college or university with major coursework in business or public administration, economics, planning, finance, or a related field, and five (5) years increasingly responsible professional administrative and analytical experience in municipal government, including experience in budget, strategic planning, policy analysis, and organizational development.
