Housing is a big priority for Plymouth City Council and we have a strong track record of innovation and delivery evidenced by the achievements of the award winning Plan for Homes Programme over the last 13 years. By making Council owned land available for development, using internal and external sources of grant funding and effective partnership working, we have been able to directly intervene in the housing market to deliver more than 1000 additional affordable homes to meet a wide range of housing needs.
Even so, the job is nowhere near done - the number of households in need of affordable housing and the levels of homelessness in Plymouth remain at crisis levels.
We are therefore looking for an enthusiastic person to join the team, to help continue finding new and innovative ways to meet these needs. The successful applicant will be working with a range of internal departments as well as Housing Association members of the Plymouth Housing Development Partnership (PHDP) to continue this legacy of positive and proactive work. The new challenges of repopulating the city centre and the proposed expansion of the Council's boundaries to the east of the city also offer new exciting opportunities for career development.
If you are someone who is strongly motivated to help increase the delivery of affordable housing in Plymouth and make a real difference to the quality of people's lives in this area, this could be the right job for you. Ideally we are looking for someone experienced in housing development or housing enabling work with a thorough understanding of social housing and the planning system, with strong partnership working skills. However, we are advertising this post across a range of salary grades to encourage those with the right transferable skills and attitudes to also apply, even if they do not currently have a relevant professional qualification.
In addition to this being a role that offers real job satisfaction, the city of Plymouth is a great place to work and live with easy access to beautiful coastal and moorland scenery.
Plymouth City Council also offers a range of employee benefits including flexible working and generous pension contributions.
The successful candidate will be expected to be located in the city for at least 2-3 days a week, with the other working days being based at home.
Please contact Neil Mawson, Housing Delivery Manager on Tel: 01752 307579 for an informal chat about the role or, Nick Carter, Head of Housing & Regeneration on Tel: 01752 307583.
Closing date:- Sunday 13 September 2026
