Job Description:
In this role, you will be responsible for the overall coordination, planning, administration and management of the City's Housing Finance Program.
Examples of Duties:
- Examines, evaluates, and authorizes or recommends approval of customer applications for residential real estate loans by performing the following duties.
- Interviews applicant and requests specified information for loan application.
- Provides counseling to applicants and clients throughout all phases of the housing rehabilitation process.
- Responds to inquiries regarding the housing rehabilitation process, and coordinates staff efforts to address property owners' concerns.
- Requests property appraisals, applicant credit reports, background checks, reference checks, and other information pertinent to loan applicant's evaluation.
- Analyzes applicant financial status, credit, and property evaluation to determine feasibility of granting loan or submits application to credit analyst for verification and recommendation
- Corresponds with or interviews applicant or creditors to resolve questions regarding application information.
- Compiles loan package and facilitates negotiation with applicant according to establishment standards, such as fees, loan repayment options, and other credit terms. Approves loan within specified limits or refers loan to loan committee for approval.
- Ensures that loans are funded within established program guidelines.
- Ensures loan agreements are complete and accurate according to policy.
- Assures timely loan closing and funding activities. Identifies and analyzes potential loan markets to develop prospects for residential real estate loans.
- Provides loan data to support marketing and sales promotion programs.
- Assists customers with inquiries and information requests, and resolves complaints relating to loan products and services offered.
- Conducts field recruitment in neighborhoods throughout the city to obtain applications from residents interested in the rehabilitation programs offered by the City of Charleston.
- Confers with purchasing officials to obtain fixtures and initial stock for retail operations at most favorable prices available.
- Confers with contractors and inspects construction of retail stands for conformity with contract provisions.
- Performs other duties as assigned.
Basic Qualifications:
- Associate's Degree (AA/AS) and 2 years of related experience and/or training, or an equivalent combination of education and training.
- Valid driver's license.
- Thorough knowledge of Microsoft Office or similar software
Preferred Qualifications:
- Bachelor's Degree (BA/BS)
Other Necessary Requirements:
- May require evenings, weekends, and holidays as scheduled.
- In the event of major storms or other emergency situations, this position may be subject to 24-hour shifts or any other emergency schedule that is necessary to meet the City's needs.
