The City of Keene is now accepting applications for a full-time Housing Inspector in the Community Development Department. If you are a customer service oriented professional with experience in property management building inspection or a related field this position could be just what you're looking for! The person selected for this position will be involved in educating and informing property owners occupants or other interested parties on issues related to safe housing or property conditions and responding to common inquiries concerns or complaints. Duties will be varied and include performing field inspections and/or administrative support work in investigation of complaints and violations of zoning property maintenance and housing safety regulations; and making periodic inspections of homes apartment buildings leased housing and property signage for compliance. Other responsibilities include writing reports and correspondence on housing conditions and violations; presenting information and responding to questions from groups effectively; collaborating with homeowners to do needed repairs to their properties; working on compliance abatement discontinuance removal or alteration of conditions that violate applicable ordinances laws and regulations; and testifying as primary City witness in court proceedings regarding violations. To be successful in this role candidates should possess a Bachelor's degree plus 2-3 years' related experience or training in property management building inspection or a related field or an equivalent combination of education/experience and this experience should demonstrate the ability to educate develop and maintain positive relations. He/she should also have strong interpersonal verbal and written skills; have good organizational skills; have a knowledge of or ability to learn various software related to permitting and inspections; possess valid driver's license; and hold International Code Council (ICC) certification as a Property Maintenance & Housing Inspector (or will need to obtain certification). Essential Duties and Responsibilities

  • Makes periodic inspections of homes; apartment buildings; leased housing; and inspects signs; for compliance with related codes and regulations.
  • Interacts with property owners; neighbors; businesses and others with concerns related to housing and property conditions.
  • Inspects properties for compliance with zoning; property maintenance; and housing safety regulations;
  • Prepares reports on inspection conditions identifying concerns as they related to zoning; property maintenance; housing safety or other conditions;
  • Writes violation reports on structures and properties inspected when required;
  • Informs citizens or their legal representatives of violations of applicable regulations and ordinances and explains changes that must be made to achieve compliance;
  • Works with property owners/occupants to attain compliance with applicable codes or regulations or perform needed repairs to the property;
  • Issues enforcement orders seeking compliance; abatement; discontinuance; removal or alteration of conditions which violate applicable ordinances; laws; and regulations;
  • Initiates legal actions for continuing violations;
  • Makes follow-up inspections to ensure that violations are abated; altered; discontinued; or removed;
  • Testifies as primary City witness in court proceedings regarding violations.

ADDITIONAL DUTIES AND RESPONSIBILITIES

Provide general administrative and customer support related to Community Development building construction; health; or code functions as needed. May assist customers seeking building permits or participate in construction inspections.

QUALIFICATIONS

Education and/or Experience

Bachelor's degree and 2 to 3 years related experience or training in property management; building inspection or related field; including experience that demonstrate ability to educate; develop and maintaining positive relations; or equivalent combination of education and experience.

Language Skills

Ability to respond to common inquiries or complaints from customers; regulatory agencies; or members of the business community. Ability to write reports; business correspondence; and procedure manuals. Ability to present information effectively and respond to questions from groups of managers; clients; customers; and the general public.

Computer Skills

Working knowledge of word processing and spreadsheet software. Knowledge of /or ability to learn various software solutions to permitting and inspections

Mathematical Skills

Ability to apply concepts such as fractions; percentages; ratios; and proportions to practical situations.

Reasoning Ability

Ability to define problems; collect data; establish facts; and draw valid conclusions.

CERTIFICATES; LICENSES; REGISTRATIONS

International Code Council (I.C.C.) certification as a Property Maintenance & Housing Inspector or ability to attain this certification within six months as a condition of employment.

Valid driver's license required.

PHYSICAL DEMANDS

The employee is regularly required to sit; use hands to finger; handle; or feel; and talk or hear. The employee is occasionally required to stand; walk; reach with hands and arms; climb or balance; stoop; kneel; crouch; or crawl; and taste or smell. The employee will occasionally lift and/or move up to 10 pounds. Specific vision abilities include close vision; distance vision; color vision; peripheral vision; depth perception; and ability to adjust focus.

Work Environment

The noise level is moderate in the office but may be loud in the field. Environmental exposure varies depending on the site being inspected where there may be exposure to moving mechanical parts high or precarious places and outdoor weather conditions. Outdoor weather conditions vary depending on the season.
