POSITION SUMMARY
This position coordinates and conducts all manner of preventive and corrective maintenance at residential properties operated by the NHBP Housing Department (i.e. Pine Creek Indian Reservation and other off-site Tribal-owned properties). The incumbent must have technical knowledge and judgement in formulating and interpreting plans; purchasing necessary supplies, equipment, and materials; and managing special projects and work conducted by outside contractors. This position is responsible for regular preventive maintenance and repairs of vehicles and power equipment (trucks, commercial mowers, tractors, trailers) operated by NHBP’s Housing Department.
 
ESSENTIAL FUNCTIONS
  1. Provides relevant technical information and advice to the Housing Director on ongoing and proposed Housing projects; acts as project manager for all contracted work performed at residential properties operated by the NHBP Housing Department.
  2. Supervises the Housing grounds and maintenance staff; manages day-to-day operations of the Housing lawncare and maintenance operations.
  3. Conducts annual and special inspections of residential properties operated by the NHBP Housing Department; plans renovations and develops preventive and warranty maintenance schedules.
  4. Purchases and maintains an inventory of supplies, equipment, and materials appropriate for operating residential properties.
  5. Supervises and coordinates the work order system: receives work orders by phone or in writing, logs orders and inputs into the work order system; prioritizes, schedules, and conducts necessary improvements; generates work order activity/status reports for the Housing Director’s review.
  6. Responds to off-shift and after-hours calls from residents consistent with regular on-call duties shared with the Housing Director.
  7. Performs electrical work such as: warranty maintenance and basic troubleshooting of malfunctioning appliances and equipment, replacement of disused or obsolete units; testing and replacement of light switches and electrical outlets; limited electrical wiring installation.
  8. Performs mechanical work such as: warranty, preventive and corrective maintenance of Heating, Ventilation and Air Conditioning (HVAC) systems; basic troubleshooting of malfunctioning equipment and components, including A/C line testing and charging.
  9. Performs plumbing work such as: inspection of plumbing fixtures for leaks, repairs, or recommended replacement; repair and replacement of fixtures, seats, stems, spigots, valves, and miscellaneous hardware; resetting toilets, tubs and sinks; replacement of flush valves and flush tank hardware; clearance of obstructed drains and sewerage lines.
  10. Performs carpentry work such as: installation of interior and exterior doors and replacement windows, repair and replacement of door and window hardware; installation and repair of cabinets and handrails; limited repair of roofs and eaves troughing; limited rough framing and finish carpentry.
  11. Performs masonry work such as: repair and replacement of walkway, landing and drive flatwork; concrete forming and finishing; replacement of broken or missing masonry veneer; tile work.
  12. Performs plastering and drywall work such as: installation and repair of drywall, drywall finishing.
  13. Performs painting work such as: preparation of surfaces for painting by patching, sanding, scraping and masking; conducts spot and area painting with brushes, rollers and sprayers.
  14. Performs other miscellaneous residential property maintenance tasks as directed by the Housing Director.
  15. Operates and conducts all repairs and installations in accordance with applicable Tribal, local, state and national building and trade codes.
  16. Safley drives government vehicles between multiple job sites, hauling tools, equipment, and supplies
 
MINIMUM QUALIFICATIONS
  1. Possess a High School diploma or GED.
  2. Possess a State of Michigan Residential Builders License or Maintenance & Alteration Contractor License.
  3. Three plus years’ experience in one or more Residential Building or Maintenance and Alteration trades.
  4. Two years’ experience in a supervisory position directing multi­functional maintenance team members.
  5.  Experience reading and interpreting blueprints, building and product specifications, product diagrams and Operations & Maintenance manuals.
  6. Experience safely and efficiently operating most common powered and non-powered hand tools, motorized equipment, measuring apparatuses, gauges, meters, and other testing devices.
  7. Lift 60+ pounds overhead occasionally with or without assistance.
  8. Possess a non-restrictive license; GSA certifiable and become certified within 90 days of hire.
  9. Complete and pass a comprehensive background investigation and drug screening in accordance with NHBP standards.
 
PREFERRED QUALIFICATIONS
  1. Five plus years’ experience in one or more Residential Building or Maintenance & Alteration trades.
  2. Heating, Ventilation and Air Conditioning Certification (Basic - Intermediate)
  3. Residential Electrical Systems Certificate (Basic - Intermediate).
  4. EPA Section 608 Technician Certification (Level II)
  5. SOM Commercial Driver’s License.
  6. Knowledge of and experience in the development of asset management and/or maintenance work order systems (programs, e-systems). 
  7. Five years’ experience with the methods, practices, tools, and parts/materials used in the maintenance and repair of vehicles and equipment.
  8. Completion of trade school or community college coursework or certificate programs related to equipment maintenance.
