Housing Program Analyst
Are you a creative, multi-tasking, problem solving and organized person who has a background in determining eligibility for the federally funded Housing Choice Voucher Program (HCV) (previously referred to as Section 8), who can work in a team environment as wellas independently? The Office of Housing and Community Development (OHCD) is a multi-funded agency whose programs support and assist all types of housing programs. The Housing Program Analyst is responsible for maintaining a case load of HCV participants, determining program eligibility calculation of household income/assets, allowable expenses, family size, and allowable rent amounts due landlords. About This Role:
- This position requires knowledge of being able to interview and certify eligibility of potential applicants at both initial In-take and recertification.
- This position requires knowledge of determining eligibility for housing assistance through calculations of rental amounts due to landlord which involves determining family characteristics; negotiating with landlords; evaluating family size and income; and calculating family assets and appropriate expenses.
- Have positive and strong communication skills to properly assist agency staff and HCV participants while maintaining case management and accurate documentation required for all participant families.
- Have ability to develop and maintain partnerships with internal and external agency partners to track participant progress and remove barriers to success, while being open to and relating to different cultures and diverse backgrounds.
- Consults with prospective rental families on the process of securing housing options within a private housing market.
- Processes housing assistance and tenant rent portions payments.
- Prioritizes numerous caseloads by involving end of lease procedures; annual and interim certifications; processing new moves for Participants.
- Ability to conduct tenant certification meetings, briefings, respond to emails and phone calls.
- Good customer service and communication skills both orally and written.
- Performs other duties of a similar nature or level.
Minimum Requirements: High School Diploma or G.E.D. and 4 years of experience working with the Housing Choice Voucher Program.
Preferences:
- Experience in determining eligibility for Housing Choice Voucher Program and all other Housing Choice Voucher Programs participants to include but not limited to certifying eligibility, occupancy, determining program eligibility through calculation of household income, allowable deductions, utility, and payment standards.
- Intermediate MS Excel experience and Microsoft Office Suite experience.
- Preferred experience in Housing Pro Software
- Good communication skills both orally and written.
- Ability to work independently and in a team environment.
- Must have the ability to demonstrate exceptional customer service.
- Bilingual- Spanish proficiency
Special Requirements: Valid Driver's License
Work Schedule: Monday- Friday 8 a.m. – 4 p.m. or 8:30 a.m. -4:30 p.m. 37.5hrs per week. This can be a telework eligible position as determined by the Director and Supervisor and the position may revert to in-office scheduling if business needs change.
Hiring Salary Range: $65,910 - $87,812 Annually
