    HUMAN RESOURCES AUDIT AND COMPLIANCE ANALYST

    Purpose Statement: The job of Human Resources Audit and Compliance Analyst is performed for the purpose of ensuring the accuracy, integrity, and compliance of District personnel data, Human Resources processes, and state reporting requirements; serving as a technical resource in HR data management, compliance monitoring, regulatory reporting, and audit coordination; providing data analysis, research, reporting, training, and process improvement support; and ensuring compliance with collective bargaining agreements, District policies, state and federal laws, and Office of Superintendent of Public Instruction (OSPI) requirements.

    Essential Functions: Analyzes laws, regulations, collective bargaining agreements, salary placement requirements (credits/clock hours and experience), certification requirements, state requirements, legal guidance, and District policies and other Human Resources matters for the purpose of providing direction and support, making recommendations, and ensuring appropriate action in assigned areas of responsibility. Processes employee information (sexual misconduct forms, verification of employment, records transfers) in preparation for transfer/response to other school districts for the purpose of transitioning PSD employment records and experience for salary placement. Analyzes and prepares reports, spreadsheets, statistics, surveys, tables, and other written materials for the purpose of documenting activities, supporting decision-making, providing written reference, and conveying information. Coordinates with Human Resources, Payroll, Business Services, Information Technology, administrators, and other staff for the purpose of meeting District and State reporting deadlines, resolving discrepancies, improving processes, and ensuring compliance with applicable requirements. Leads internal and external audit activities (including employment records, personnel transactions, compensation data, leave records, credentials, and related Human Resources information, etc.) for the purpose of preparing reports, validating and reconciling data, compiling supporting documentation, responding to inquiries, resolving findings, and maintaining audit readiness for the purpose of ensuring accurate records and appropriate retention, ensuring consistent practices, identifying discrepancies, supporting corrective action, mitigating risk, and ensuring compliance. Leads the collection, verification, reconciliation, and submission of S-275 personnel data to OSPI for the purpose of meeting requirements, reporting accurate employee information, and resolving data discrepancies. Provides technical guidance and expertise to Human Resources staff and District partners regarding data entry, coding practices, documentation standards, reporting requirements, and compliance procedures for the purpose of supporting accurate and consistent practices. Develops and provides training to Human Resources staff regarding S-275 reporting, credits, clock hours and experience, educational credentials, certification requirements, data standards, records retention, and compliance procedures for the purpose of supporting accurate and consistent work practices. Reviews leave documentation, calculations, staffing impacts, and pay adjustments for the purpose of identifying discrepancies and supporting accurate processing and compliance with District procedures. Evaluates Human Resources systems, processes, and reporting practices for the purpose of strengthening internal controls, improving efficiency and accuracy, and maximizing system functionality. Leads or participates in special projects, system upgrades, report redesign/additions, and compliance initiatives for the purpose of providing information and feedback and improving Human Resources operations. Establishes and maintains effective working relationships with District employees, Human Resources staff, Payroll, and educational organizations for the purpose of supporting District strategic directions and goals related to student learning.

    Other Functions: Assists other personnel as may be required for the purpose of ensuring an efficient and effective work environment. Attends internal and external meetings for the purpose of receiving, conveying, and/or gathering information. Performs other job functions as assigned. Job Requirements: Minimum Qualifications Skills, Knowledge, and Abilities Skills Advanced user proficiency with spreadsheets, databases, reporting, and Human Resources information systems. Ability to analyze and interpret complex personnel data and reporting requirements. Ability to develop reports, statistical analyses, presentations, and technical documentation. Effective project management and organizational skills. Strong English written and verbal communication skills. Ability to maintain accurate records and documentation. Ability to train and support staff (verbally, in writing, in-person and/or virtually) regarding technical and compliance-related processes.

    Knowledge Human Resources/employment laws, regulations, and compliance requirements. Collective Bargaining Agreements and contractual interpretation. District Policy adherence, tracking, and interpretation. Personnel recordkeeping and data management practices. Washington State school personnel reporting requirements, including S-275 reporting. Public school staffing requirements, certification requirements, credits and clock hours, and educator credentials. Audit principles, internal controls, records retention, and compliance monitoring practices. Human Resources information systems and reporting technologies.

    Abilities Analyze complex information and make sound recommendations. Interpret reporting requirements, laws, regulations, policies, contracts, and technical guidance. Identify discrepancies and implement corrective actions. Maintain confidentiality and exercise professional judgment. Work independently while managing multiple priorities and deadlines. Communicate effectively and solve problems with diverse audiences. Build collaborative working relationships across departments. Work accurately with detailed information and complex data sets. Adapt to changing regulations, reporting requirements, and operational priorities. Responsibility Responsibilities include working under limited supervision while exercising independent judgment in the interpretation and application of laws, regulations, collective bargaining agreements, District policies, and reporting requirements; coordinating work and resources across multiple departments; providing technical direction and training related to assigned functions; and maintaining responsibility for the accuracy of Human Resources data, regulatory reporting, compliance activities, and audit documentation. Errors may have significant operational, financial, compliance, or reporting impacts on the district.

    Working Environment The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity. Generally, the job requires 80% sitting, 10% walking, and 10% standing. This job is performed in a generally clean and healthy environment.

    Experience: A minimum of three years of progressively responsible experience in Human Resources, compliance, auditing, payroll, Human Resources information systems, state reporting, data analysis, or a closely related field is required. Experience in a Washington public school district is preferred.

    Education: Bachelor's degree in job related area preferred. Years of experience in School District Human Resources may substitute for degree.
