JOB SUMMARY
The Human Resources Business Partner (HRBP) supports the City's strategic and operational goals by serving as a central HR contact for assigned departments. This position is responsible for managing recruitment, employee relations, compensation updates, compliance, and HR operations. The HRBP plays a key role in ensuring consistent application of policies, legal compliance, and positive employee experience across the organization.
ESSENTIAL FUNCTIONS

- Manages recruitment and strategic efforts, including crafting job postings, marketing vacancies, reviewing applications, and supporting interview and selection processes.
- Oversees and optimizes the online recruiting system, including implementing upgrades and features.
- Conducts new employee orientation and support onboarding activities.
- Serves as a primary resource for employees and managers regarding employment policies, procedures, and processes.
- Conducts employee relations investigations, prepares documentation, and provides recommendations for disciplinary actions.
- Enters and posts pay changes in the HR system, ensuring accuracy and timely updates.
- Participates in position reclassification reviews and provides recommendations based on job analysis.
- Completes offboarding processes for departing employees, including exit documentation and system updates.
- Responds to unemployment claims and prepares supporting documentation.
- Ensures compliance with federal, state, and local employment laws.
- Performs audits of HR processes and records to ensure accuracy and compliance.
- Researches and analyzes HR data to identify trends, support decision-making, and recommend process improvements.
- Maintains awareness of HR trends and contributes to policy development and strategic initiatives.
- Prepares reports, memos, and presentations for internal and external requests.
- Attends training and supports HR programs and activities as needed.
MINIMUM REQUIREMENTS & PREFERRED QUALIFICATIONS
MINIMUM REQUIREMENTS
- High school diploma or GED equivalent required.
- A bachelor's degree in Business Administration, Human Resources, Public Administration, Organizational Development, or a related field, and at least three (3) years of progressively responsible HR experience in areas such as recruitment, compensation, or employee relations; OR a comparable combination of education and extensive HR experience that demonstrates the ability to perform the essential functions of the role.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
- Valid driver's license with acceptable driving record.
PREFERRED QUALIFICATIONS
- Experience working in a municipal or governmental setting.
- HRCI (PHR/SPHR) or SHRM (SHRM-CP/SCP) certification, or ability to obtain within two (2) years of hire.

PHYSICAL DEMANDS
This position requires lifting up to 20 pounds rarely. Frequent activities include sitting, handling, fine dexterity, vision, hearing, and talking. Occasional activities include standing, walking, and pushing/pulling. Rare activities include lifting, carrying, kneeling, crouching, bending, and using foot controls.
WORK ENVIRONMENT
Work is primarily performed in an office setting. The role involves interactions with employees at all levels and requires adaptability in a dynamic environment.
