THE COLLEGE

Located in the northwest corner of the United States, Peninsula College is nestled in the foothills of the Olympic Mountains. The main campus in Port Angeles, Washington, overlooks the Strait of Juan de Fuca and the nearby city of Victoria, British Columbia, and has easy access to the Pacific Ocean, Olympic National Park, and Seattle. Port Angeles is two hours from Seattle and a one-hour ferry ride to Victoria, Canada. The College is honored to serve six sovereign American Indian nations in the region: Jamestown SKlallam, Lower Elwha Klallam, Quileute, Makah, Hoh, and Port Gamble SKlallam.

The College is honored to have strong relationships with these six federally recognized Tribes in the Colleges service district. The College is home to Longhouse of Learning. It is the first Longhouse in the nation to be built on a community College campus. The College offers transferable Indigenous language courses in Klallam/S¿Klallam, Makah and Quileute and Hoh languages. Instructional programs include a Tribal Homeland Security & Emergency Management certificate, and an Integrated Indigenous Studies transfer pathway. The College is committed to doing more and taking future direction from the Tribes.

THE POSITION

Under general supervision, performs first-level professional human resource assignments. Works under the regular guidance of Human Resources Consultant 3. Supervisor typically reviews work in progress as well as outcomes and assists with work prioritization. Works independently in making decisions regarding work processes or methods which will be used. Assignments are typically recurring, of limited scope, and/or involve a portion of a project. Assignments require analysis of a variety of policies and rules and development of strategies to resolve problems consistent with established standards and to assist with mitigating bias in human resource and business decisions.

Employees in this role are expected to work independently and take ownership of assigned projects, tasks, and responsibilities After initial onboarding and training, incumbents are expected to independently manage assigned responsibilities, demonstrate initiative, and take ownership of projects and work assignments. Employees are accountable for prioritizing workload, advancing assignments, and following tasks through to completion. Guidance, coaching, and consultation are available for complex or sensitive issues; however, the incumbent is responsible for ensuring assigned work is completed in a timely and effective manner.

Positions in this class are characterized by the ability to adapt to changing priorities, business needs, technologies, and regulatory requirements while maintaining accountability for assigned work. Incumbents are expected to independently adjust work methods, learn and implement new processes, and effectively transition between competing priorities. As human resource practices and service delivery models evolve, employees must demonstrate flexibility, resilience, and a willingness to embrace change while ensuring the accurate and timely completion of assignments. Successful performance requires the ability to pivot in response to shifting organizational needs and follow through to achieve expected outcomes.

ESSENTIAL FUNCTIONS:

  • Advocates for ethical and transparent business decisions; uses discretion in communication to maintain privacy and confidentiality; demonstrates understanding of and respect for cultural differences in the workplace; promotes inclusion; adapts and adjusts communication and behavior to support inclusion and access for all cultures and people; applies human resource programs, policies and practices objectively, consistently, and respectfully to all staff;

  • Responds to inquiries from employees, managers and members of the public; assesses needs, identifies and evaluates options, and recommends courses of action; recuses self from actions with potential conflicts of interest.

  • Trains and/or cross trains HR team members to support effective onboarding and sustainable function of the department and workflows.

  • Facilitates the recruitment and interview processes including posting positions and sharing prepared applications with hiring committees; promotes employment opportunities using inclusive practices and mitigating barriers to accessibility.

  • Mitigates bias in allocation decisions by using employee-neutral criteria such as job duties and levels of responsibility.

  • Provides benefits information to employees and retirees; escalates inquiries when necessary to supervisor; enrolls employees in benefit programs consistently and equitably throughout the workforce.

  • Enters, retrieves and validates data from human resource information or other computerized recordkeeping systems supporting payroll, benefits, personnel files, position files, performance evaluations, employee training and development, public records disclosure, safety and health systems and other data functions; composes correspondence and appointment actions; maintains records and statistics; analyzes and compiles data and information for reports; prepares narrative or statistical reports; responds to public disclosure requests.

  • Leads new employee orientation or onboarding.

  • Receives, reviews, responds to and/or assists in resolving complaints, appeals and/or requests for review.

  • Identifies and recommends training topics and resources; develops and/or assists in the development and presentation of training in the functional area(s) of responsibility; ensures resources and training opportunities are deployed consistently and equitably throughout the workforce.

  • Recommends areas of improvement for human resource programs, policies, practices.

  • Performs related duties as required.

  • Proficiency with, or the ability to quickly learn, the organizations HRIS, talent management systems, and other human resources technologies.

REQUIRED PHYSICAL ABILITIES:

  • Work is performed in an office environment and may require standing and/or sitting and computer data entry for extended periods of time.

  • Lifting up to 40 pounds may be required on an infrequent basis.

REQUIRED EDUCATION OR CERTIFICATES:

A Bachelors degree with focus on business, human resources, social or organizational behavioral sciences, or related field.

OR

Equivalent education/experience.

  • Previous experience in role(s) handling confidential or sensitive information; previous experience in a Human Resources, Payroll, or Office Manager role is an asset to a candidate.

Required work schedule and work environment:

  • Position is normally scheduled Monday through Friday; This position is expected to work a standard 40-hour workweek with a flexible schedule of either:

  • 8:30 a.m. to 5:30 p.m. with a 1-hour unpaid lunch, or 9:00 a.m. to 6:00 p.m. with a 1-hour unpaid lunch.

  • Alternative lunch arrangements, including a 30-minute unpaid lunch period, may be considered.

EMPLOYMENT TERMS:

EMPLOYMENT PAY AND BENEFITS INFORMATION

  • Full-Time Classified position.
  • This is a full-time probationary appointment, that may become permanent at the end of six months of satisfactory employment.
  • Anticipated starting monthly salary: $4517

  • Sick leave accrual is 8 hours times Full-Time Equivalent per month.
  • Vacation Leave accrual is 11.33 hours times Full-Time Equivalent per month and will increase with years of experience.
  • Personal Leave is 24 hours times Full-Time Equivalent, every July 1, prorated on date of hire.
  • Personal Holiday is 8 hours times Full-Time Equivalent, per year after 4 months of service.
