Level I
- High School or GED and 3 years of qualifying experience
- Associate's degree and 2 years of qualifying experience

*Qualifying education includes relevant areas of study that may include, but are not limited to, Human Resources, Business Administration, or other disciplines that emphasize business operations, project coordination, or data management.
**Qualifying experience includes progressively responsible professional experience that demonstrates customer service, organization, communication, independent judgment, attention to detail, project coordination, technology proficiency, management of multiple priorities, accountability, and successful follow-through.
ESSENTIAL JOB FUNCTIONS
Position Specific
Level I
Employee & Leadership Support
- Serve as a primary point of contact for employees, applicants, and agency leaders.
- Answer routine questions regarding policies, procedures, forms, and department processes.
- Escalate complex or sensitive matters appropriately.
- Deliver responsive, professional customer service that fosters positive employee experience.
Employee Lifecycle Administration
- Process employee lifecycle transactions, including onboarding, personnel actions, employment changes, leave documentation, and offboarding.
- Prepare employment correspondence, forms, and required documentation.
- Maintain employee records with accuracy, confidentiality, and compliance.
- Monitor assigned workflows and deadlines.
Systems, Data & Compliance
- Maintain employee records and HR system data.
- Complete routine audits and validate data accuracy.
- Track required certifications, acknowledgements, and compliance activities.
- Resolve routine discrepancies following established procedures.
Operational Improvement & Decision Support
- Maintain department templates, forms, reports, dashboards, SOPs, and tracking tools.
- Coordinate administrative projects and department logistics.
- Assist with process improvement initiatives as assigned.
Collaboration & Professional Contribution
- Collaborate effectively with coworkers and internal departments.
- Manage assigned responsibilities while maintaining confidentiality and professionalism.
- Demonstrate accountability, organization, and attention to detail.
- Contribute to a positive team environment.
Level II
Supports Level I functions and the following:
Employee & Leadership Support
- Independently resolve routine and moderately complex employee inquiries.
- Provide guidance on established department policies and procedures.
- Coordinate communications with internal departments and stakeholders.
- Serve as a resource for other team members.
Employee Lifecycle Administration
- Independently coordinate complex employee lifecycle transactions involving multiple stakeholders.
- Resolve documentation and workflow issues.
- Ensure assigned processes are completed accurately and within established timelines.
- Coordinate assigned lifecycle functions from initiation through completion
Systems, Data & Compliance
- Coordinate recurring compliance monitoring activities.
- Analyze audit findings and investigate discrepancies.
- Recommend corrective actions to improve compliance and data integrity.
- Support system testing, implementation, and process improvements.
Operational Improvement & Decision Support
- Coordinate operational projects and workflow improvements.
- Analyze operational data, workflow issues, and trends.
- Identify root causes and recommend practical improvements within existing processes.
- Develop and maintain department resources and documentation.
Collaboration & Professional Contribution
- Build collaborative partnerships across departments.
- Coordinate cross-functional activities and projects.
- Exercise independent judgment while managing competing priorities.
- Share knowledge and support development of department resources.
Agency Specific
- Performs all duties in a manner consistent with the principles and values of agency, while adhering to applicable professional codes of ethics, the agency’s policies and procedures, contractor requirements, and regulatory requirements.
- Model and communicate appropriate positive attitudes toward the agency’s Mission, Vision, and Values
- Work collaboratively with all agency programs and staff to provide support as needed
- Utilize and maintain calendar with all work-related details in order to manage time effectively and share calendar information with coworkers

Employment At-Will
Employment at the Agency is terminable at-will, which means that employment may be
terminated at any time, without cause or reason, by either the employee or the Agency. In
addition the Agency may also demote, layoff, transfer or reassign employees at any time at its
sole discretion without cause or reason.

Compensation This position may be filled at any level listed in this posting. Level determination is based on the role’s minimum qualifications and the candidate’s directly relevant experience and scope of responsibility.
The posted salary bands represent the full pay range for each role and reflect opportunities for compensation growth over time. The typical hiring ranges reflect where we reasonably expect to make offers to new hires based on relevant experience, qualifications, and internal equity.
Level I • Typical hiring range: $26.00 – $31.00 per hour • Full salary band: $26.00 – $36.00 per hour
Level II • Typical hiring range: $28.00 – $33.00 per hour • Full salary band: $28.00 – $40.00 per hour
