The Human Resources Generalist – Labor Relations Focus performs a broad range of professional human resources functions while serving as the department's primary resource for labor relations administration. This position supports employee and labor relations, and administers collective bargaining agreements, and partners with leadership to foster positive employee and union relationships. The position serves as a trusted advisor to supervisors and employees while balancing operational needs with legal and contractual requirements
ESSENTIAL DUTIES AND RESPONSIBILITIES
Labor Relations
Administer and support the day-to-day application of collective bargaining agreements by interpreting contract provisions and providing guidance to supervisors and employees on routine contractual matters.
Coordinate the grievance process by tracking timelines, gathering documentation, preparing correspondence, maintaining records, and assisting with grievance meetings.
Support collective bargaining activities by compiling data, preparing reports, organizing proposals, maintaining bargaining records, and assisting with implementation of negotiated agreements.
Maintain labor relations files, grievance logs, arbitration records, and other documentation to ensure compliance with contractual and legal requirements.
Assist with workplace investigations involving represented employees by gathering facts, conducting interviews, documenting findings, and preparing investigation summaries.
Prepare labor-related correspondence, reports, notices, and required documentation.
Monitor compliance with collective bargaining agreements and identify issues requiring management review.
Research contract language, employment regulations, and labor relations topics to support Human Resources decision-making.
Coordinate labor-management meetings, prepare agendas and meeting materials, record meeting notes, and follow up on assigned action items.
Assist with supervisor training by preparing materials and providing guidance on contract administration, labor relations procedures, and agency policies.
Maintain confidentiality while handling sensitive labor relations information and employee records.
Perform other labor relations and human resources duties as assigned.
Public Records Administration
Serve as the Agency's Public Records Request (PRR) Officer by receiving, logging, tracking, and coordinating responses to public records requests in accordance with Washington State Public Records Act requirements.
Coordinate with internal departments to identify, collect, review, and organize responsive records while monitoring statutory deadlines and maintaining complete request documentation.
Prepare correspondence acknowledging requests, providing updates, requesting clarification when needed, and facilitating the timely release of public records under the direction of agency leadership or legal counsel.
Maintain the Agency's public records tracking system, retention documentation, and related files to ensure compliance with records management requirements and applicable state laws.
Maintain and administer separate logs, files, and response timelines for union information requests and Public Records Requests (PRRs), ensuring requests are tracked independently, routed appropriately, and completed in accordance with collective bargaining agreements, the Washington Public Records Act, and agency records retention requirements.
Collaborate with management and legal counsel to identify records that may be exempt from disclosure, ensuring confidential and protected information is handled appropriately prior to release.
Human Resources Employee Relations & Administration
Participate in disciplinary meetings, workplace investigations, corrective action, and termination processes while maintaining a high level of confidentiality.
Maintain compliance with federal, state, and local employment laws and regulations; monitor regulatory changes and assist with policy development and implementation.
Develop and maintain job descriptions, classification documentation, personnel records, and other employment-related records while ensuring data accuracy and integrity.
Support recruitment, onboarding, orientation, and other employee lifecycle activities.
Respond to employment-related inquiries from employees, applicants, retirees, and supervisors, providing guidance and exceptional customer service.
Perform other related human resources duties as assigned
KNOWLEDGE, SKILLS & ABILITIES
Understand and interpret applicable employment laws, rules, and regulations.
Understand public sector employee relations, typical provisions of collective bargaining agreements and public employee labor laws.
Understand and administer Worker’s Compensation programs and laws
Proficient with Microsoft Office Suite or related software.
Excellent written and verbal communication skills
MINIMUM QUALIFICATIONS
Associates degree in Human Resources, Business or related field from an accredited institution and four-years of progressively responsible human resources experience; or an equivalent combination of experience and education.
PREFERRED QUALIFICATIONS
Bachelor’s Degree in Human Resources, Business Administration or related field from an accredited institution and six-years of experience in benefits, recruiting and/or HRIS. PHR or SHRM-CP certification or equivalent.
PHYSICAL REQUIREMENTS
Generally sedentary in nature; occasionally stand and walk; intermittently kneel, stoop, bend and twist at the waist, and reach overhead; sit for long periods of time. Rarely kneel, crouch, or crawl. Occasionally lift, push/pull, or carry up to 40 pounds. Good vision to read print and computer screen. Hear and speak to communicate in person, before groups, and over the telephone. Manual dexterity of hands and fingers to include repetitive keyboarding, grasping and reaching to operate a computer keyboard, mouse and/or standard office equipment.
WORKING CONDITIONS
Work is primarily performed in an office environment where noise, distractions, and lack of privacy may be present.
