    Job Description

    The Human Resources Generalist provides strategic Human Resources support across employee relations, workplace investigations, performance management, staffing, compensation, organizational planning, and training while advancing District initiatives. The successful candidate is a collaborative team builder who fosters positive working relationships, demonstrates sound judgment, and promotes a respectful and solution-oriented workplace culture.

    Essential Duties and Responsibilities
    • Conducts complex workplace investigations involving employee complaints, policy violations, and EEO and non-EEO matters. Gathers and analyzes evidence, interviews witnesses, assesses credibility, and prepares thorough, well-organized investigative reports that accurately summarize facts, document findings, and provide clear, objective recommendations. Partners with the Office of Counsel throughout the investigative process, as appropriate.
    • Demonstrates outstanding written communication by producing high-quality investigative reports, case summaries, correspondence, disciplinary documentation, performance memoranda, recommendations, and other HR communications that are accurate, concise, impartial, and legally sound.
    • Serves as a trusted advisor to managers and employees by providing guidance on employee relations matters, disciplinary actions, appeals, corrective action, and separations. Collaborates closely with management and the Office of Counsel regarding employee separations, demotions, and other sensitive employment matters. Facilitates separation meetings with professionalism, empathy, and confidentiality.
    • Builds positive relationships across all levels of the organization through collaboration, teamwork, and effective communication. Promotes a culture of respect, accountability, trust, and continuous improvement while working effectively with employees, supervisors, executive leadership, and cross-functional partners.
    • Provides performance management guidance by coaching supervisors and managers on delivering meaningful feedback, documenting performance concerns, developing performance expectation memoranda, and implementing Performance Improvement Plans (PIPs). Participates in employee review meetings and recommends appropriate strategies for performance improvement.
    • Partners with Risk Management to provide guidance regarding FMLA and non-FMLA leave matters, FMLA exhaustion, Workers' Compensation matters, and job accommodation requests.
    • Provides consultation regarding staffing, organizational restructuring, salary administration, compensation matters, job studies, and career series development and implementation.
    • Supports recruitment activities by advising managers on recruitment policies and procedures; processing position reclassifications, overfills, and placeholder requests; entering job requisitions; reviewing waiver requests; and recommending fair, equitable, and competitive salary offers.
    • Researches complex Human Resources issues by evaluating applicable laws, policies, best practices, and emerging trends to develop practical, well-supported recommendations.
    • Contributes to the development, revision, and implementation of Human Resources policies, procedures, and best practices.
    • Participates in Human Resources technology implementations, process improvements, and continuous quality initiatives.
    • Supports the overall Human Resources function by collaborating with team members, sharing knowledge, serving as a resource to colleagues, and providing backup support as needed.
    • Performs other related duties as assigned.
    Preferred Qualifications and Competencies
    • Exceptional investigative interviewing, analytical thinking, and fact-finding skills.
    • Superior professional writing skills with demonstrated ability to prepare detailed investigative reports, executive summaries, findings, recommendations, and other complex business documents.
    • Ability to communicate objectively, diplomatically, and effectively in both written and verbal formats.
    • Strong critical thinking, sound judgment, and the ability to analyze sensitive and complex workplace issues.
    • Strong organizational skills with the ability to manage multiple priorities and meet deadlines while maintaining exceptional attention to detail.

    Minimum Qualifications:                 

    Bachelor’s Degree in Human Resource Management, Business Administration or related field and six (6)years of advanced level human resources experience, with an emphasis on employee relations issues required. Equivalent combination of relevant education and experience may be substituted as appropriate.

    Experience using appropriate technology and contributing to the advancement of HR information systems. Proven experience to facilitate/negotiate/consensus build to resolve or mitigate objections (or guide others) to achieve the most agreeable decision. Demonstrated ability to plan, prepare and deliver a presentation on a variety of HR topics. Must be detail oriented and organized.  Strong investigative, report writing and analytical skills required. Effective interpersonal, verbal and written communication skills are a must.

    Physical Requirements/Working Environment:
    Due to the District's response role and in the total scope of emergency management, this position isrequired to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.

    Mostly sedentary in an office environment sitting at a desk and operating a personal computer to produce work products.

    Licenses and Certifications
    Typically holds, as applicable, PHR (Professional Human Resources), SHRM-CP (SHRM Certified Professional), or other relevant certification.
    Valid State of Florida Driver's License.
