The Role Overview

PagerDuty is looking for a forward-thinking, AI-fluent HR Infrastructure & Operations Manager to revolutionize our people operations. Sitting at the hyper-strategic intersection of HR technology, automation, and global workforce planning, you will architect and scale the foundational systems that power our global talent footprint. While your initial priorities will anchor on driving our Recruiting Technology Ecosystem and Augmented Workforce Program, your broader mandate will be to continuously iterate, design, and optimize our overarching HR processes and infrastructure to dynamically support the evolving needs of the business.

Key Responsibilities & FY27 Priorities:

1. Pioneer the Augmented Workforce Program

  • Build from Scratch: Design and launch PagerDuty's comprehensive global augmented workforce program (EOR, contractors, and interns).
  • Automate Compliance & Operations: Deploy AI-powered tools and agents to streamline the worker lifecycle from requisition to offboarding, automating compliance checks and manager recommendations.
  • Elevate the Experience: Create a high-engagement, highly automated onboarding and offboarding lifecycle tailored specifically to augmented talent.

2. Optimize Recruiting Tech & Process Excellence

  • Supercharge the ATS: Audit and reconfigure our core ATS (Greenhouse) to establish frictionless, standardized global workflows.
  • Maximize Platform ROI: Audit the broader tech stack (scheduling, assessments, background checks) to eliminate configuration bloat and maximize interoperability.
  • Unleash Predictive Analytics: Centralize fragmented talent data into high-velocity, machine-learning-driven dashboards to forecast pipeline bottlenecks and measure true operational business impact.

What You Bring to the Team

Basic Qualifications:

  • 7+ years of progressive experience in Recruiting or HR Operations with a deep focus on the employee lifecycle.
  • HR Tech Mastery: Direct hands-on experience configuring and managing enterprise tools like Workday and Greenhouse.
  • Program Builder Core: Proven track record of launching compliance-heavy programs from the ground up, including global EOR and contingent workforce management.
  • Data & Project Champion: Exceptional project management skills paired with a data-driven mindset capable of translating complex metrics into strategic execution.

Preferred Qualifications:

  • AI & Integration Savvy: Experience working with integration platforms (Zapier, Workato, custom APIs) and a passion for building no-code/low-code AI agents or implementing solutions using tools like Gemini, Claude, or ChatGPT.
  • Tech Sector Native: Experience thriving in a fast-paced, high-growth technology environment.
  • Advanced Analytics: Data analysis proficiency (SQL) and a solid grasp of how machine learning optimizes HR infrastructure.

The base salary range for this position is 114,000 - 191,400 USD. This role may also be eligible for bonus, commission, equity, and/or benefits. Our base salary ranges are determined by role, level, and location. The range, which is subject to change based on primary work location, reflects the minimum and maximum base salary we expect to pay newly hired employees for the position. Within the range, we determine pay for an individual based on a number of factors including market location, job-related knowledge, skills/competencies and experience.
