    Summary:

    The Human Resource Learning & Development Specialist, Senior strengthens statewide HR capability by designing curriculum, developing learning pathways, and supporting organizational development efforts. This advanced-level role creates HR-specific training content in collaboration with subject matter experts, who provide technical accuracy while the Specialist provides instructional design expertise. This position is distinguished by its emphasis on curriculum creation, HR-specific learning materials, and facilitating team and workgroup development to improve organizational effectiveness.

    Responsibilities:

    Training Design & Delivery

    • Design and maintain HR-specific content in collaboration with subject matter experts who provide technical accuracy.
    • Translate SME knowledge into structured curriculum, learning objectives, modules and instructional materials (presentations, guides, e-learning modules, and toolkits).
    • Deliver, produce, and co-facilitate instructor-led and virtual training to HR professionals statewide.
    • Ensure materials reflect current laws, best practices, and statewide HR policies.
    • Consult with leadership to identify and address organizational effectiveness challenges.

    Collaboration with Subject Matter Experts

    • Partner with HR subject matter experts to develop, validate, and refine technical content for training programs.
    • Incorporate expert feedback into curriculum updates and improvements
    • Coordinate guest presenters, panelists, and contributors for specialized HR topics.
    • Ensure training accurately reflects operational practices and HR standards.

    Training Management, Facilitating, Tracking & Evaluation

    • Utilize a learning management system to deploy content and training records, including attendance, course completion, and certifications.
    • Maintain detailed documentation of training schedules, materials, updates, and performance metrics.
    • Collect and analyze participant feedback to identify gaps and improvement opportunities.
    • Provide regular reports to HR leadership on performance and training outcomes.

    Employee Onboarding for HR Roles

    • Support developmental onboarding for new HR professionals.
    • Coordinate introductions to HR systems, policies, processes, and functional teams.
    • Provide structured learning pathways and role-specific resources to support early success and statewide consistency.

    Continuous Improvement & Curriculum Development

    • Review and update training content regularly to ensure accuracy, compliance, and relevance.
    • Identify statewide HR skill gaps and recommend enhancements to training programs and materials.
    • Gather data from HR teams to improve processes, tools, and learning experiences.
    • Research and recommend materials for organizational development and system improvements.

    Cross-Department Collaboration

    • Work closely with HR Operations, Policy, and Systems teams to ensure training aligns with statewide initiatives.
    • Participate in statewide HR working groups, special projects, workshops, and HR summits.

    Minimum Qualifications:

    Good knowledge of:

    • adult learning theory;
    • facilitation methods.

    Some knowledge of:

    • organizational theory;

    Experience:

    • evaluating and facilitating learning and development for adult groups in structured learning situations;
    • using a variety of facilitation methods;
    • applying web-based technologies in a blended learning environment;
    • developing and producing dynamic multimedia content, using combinations of digital imagery, digital audio and visual techniques, graphic design, animation, and online applications;
    • managing content and records within a learning management system.

    Preferred Qualifications:

    • 3+ years of experience in learning and development, or as an HR generalist.
    • Strong instructional design, communication, and presentation skills.
    • Experience developing and delivering structured training content for adult learners.
    • Knowledge of adult learning theory and facilitation methods.
    • Ability to manage multiple projects, track data, and maintain organized records.
    • Experience with e-learning tools and blended learning environments, including multimedia development and LMS management.
    • Experience designing training for technical HR topics such as compensation, classification, labor law, or compliance.
    • Familiarity with training evaluation methodologies and HR capability-building strategies.
    • Experience in HR onboarding or developing HR-specific learning pathways.
    • Knowledge of SCORM, HTML, XML, or JavaScript for online learning content (position-dependent).
    • Experience coordinating project scope, timelines, goals, implementation strategies, and measurement processes.
