(JMI) to identify an experienced Human Resources Manager to lead the HR function for one of Western New York's established family-owned construction and municipal supply companies.Founded in 1960, JMI has grown from a local asphalt operation into a diversified construction supply organization with nearly 200 employees and multiple locations throughout Western New York and Northwestern Pennsylvania.JMI's operations include asphalt, aggregate, ready-mix concrete, precast concrete products, municipal and construction supplies, equipment and tool rentals, steel fabrication, heating and air, plumbing, and water treatment services.JMI's success has been built on quality products, strong customer relationships, dedicated employees, and a commitment to the communities it serves.The OpportunityJMI is seeking a hands-on, experienced Human Resources Manager to lead and manage the organization's Human Resources function.This is a highly visible HR leadership role that will work closely with company leadership, managers, supervisors, and employees across multiple locations. The HR Manager will oversee both the strategic and day-to-day responsibilities of Human Resources, including employee relations, recruitment, payroll and benefits administration, certified payroll, compliance, performance management, policy development, workforce planning, and employee development.The ideal candidate understands that HR in a construction and operational environment requires a practical, accessible, and responsive approach. You will be equally comfortable advising senior leadership, coaching a supervisor through an employee issue, recruiting skilled tradespeople, reviewing payroll information, or visiting an operational facility or field location.Travel between JMI locations will be required based on business needs.What You'll DoHR Leadership & Business PartnershipLead and manage the overall Human Resources function in alignment with JMI's business and operational objectives.Serve as a trusted HR advisor to company leadership, managers, supervisors, and employees.Partner with leadership on organizational planning, workforce needs, employee development, retention, and succession planning.Provide practical HR guidance that supports both business performance and a positive employee experience.Help build a consistent HR culture across JMI's multiple locations and business units.Employee Relations & Performance ManagementManage employee relations matters, including workplace concerns, conflict resolution, investigations, disciplinary matters, attendance issues, and performance concerns.Coach managers and supervisors on effective employee management, documentation, corrective action, and performance improvement.Conduct and document workplace investigations as appropriate.Help ensure consistent and fair application of company policies and employment practices.Support managers in addressing employee concerns promptly and professionally.Develop and support performance management processes and practices.Recruiting & Talent ManagementLead recruiting, interviewing, selection, onboarding, and retention efforts across JMI's diverse workforce.Recruit for operational, skilled-trade, driver, administrative, technical, and management positions.Partner with hiring managers to identify staffing needs and develop effective recruiting strategies.Strengthen candidate experience and onboarding processes.Support workforce planning and succession planning initiatives.Develop strategies to attract and retain employees in competitive skilled-trade and operational labor markets.Payroll & Certified PayrollSupport payroll administration and ensure employee information is accurately maintained and communicated for timely payroll processing.Process and/or oversee compensation changes, deductions, employee status changes, and other payroll-related information.Prepare, review, and maintain certified payroll records and required documentation for applicable public works and prevailing wage projects.Partner with payroll, operations, and project teams to ensure employees are appropriately classified and compensated.Maintain working knowledge of applicable prevailing wage and wage-and-hour requirements.Ensure HR and payroll records support accurate reporting and regulatory compliance.Benefits & Leave AdministrationAdminister and support employee benefit programs.Coordinate benefits enrollment, qualifying life events, employee questions, and communications with benefit providers.Oversee leave administration and related employee documentation.Support workers' compensation administration and employee return-to-work processes.Maintain accurate employee records and ensure HR information is current.Compliance & HR PolicyMaintain knowledge of applicable federal and state employment laws and regulations.Ensure HR practices remain compliant with applicable wage and hour, employment, leave, benefits, and workplace requirements.Develop, review, update, and implement HR policies, procedures, and employee handbook provisions.Promote consistent application of HR policies across locations and departments.Maintain appropriate HR documentation and records to support compliance and organizational readiness.Partner with leadership on workplace safety, employee training, and compliance initiatives.HR Operations & Process ImprovementManage and develop HR processes that provide efficient and responsive support to the organization.Maintain accurate employee records and documentation.Support effective use and optimization of HRIS and payroll systems.Identify opportunities to improve HR technology, processes, communication, and employee services.Develop HR reporting and metrics to help leadership understand workforce trends and make informed decisions.Mentor and develop HR team members while establishing consistent service standards throughout the organization.What We're Looking ForJMI is looking for an HR professional who combines strong HR knowledge with practical operational experience and is comfortable working in a fast-paced, multi-location environment.Required QualificationsBachelor's degree in Human Resources, Business Administration, or a related field.5–7 years of progressive Human Resources experience in an HR Manager, HR Generalist, HR Business Partner, or comparable full-scope HR position.Demonstrated experience across multiple areas of HR, including employee relations, recruiting, compliance, payroll, benefits, performance management, and HR policies.Payroll administration experience required.Strong working knowledge of federal and state employment laws and HR compliance requirements.Demonstrated experience handling employee relations, workplace investigations, conflict resolution, corrective action, and performance management.Experience developing and implementing HR policies, procedures, and best practices.Proven ability to coach and advise managers and supervisors.Strong organizational and problem-solving skills with the ability to manage competing priorities.Excellent written and verbal communication skills.Ability to establish credibility and positive working relationships with employees at all levels.Ability and willingness to travel between JMI locations as business needs require.Preferred ExperienceExperience in one or more of the following environments is strongly preferred:ConstructionConstruction materialsAggregateAsphaltReady-mix or experience is strongly preferred.Experience managing, developing, or mentoring HR team members is also preferred.Professional CertificationsSHRM-CP, SHRM-SCP, PHR, or SPHR certification is preferred
